Compliance Manager and Dealer Compliance Manager – Italy, Malta and Israel

Job Description Summary
The Compliance Manager and Dealer Compliance Manager for Italy, Malta and Israel will serve as the primary point of contact within the GE HealthCare business for all general compliance and dealer compliance-related matters arising in those countries. As Compliance Manager, this person will oversee the implementation and maintenance of the compliance framework within IMI, ensuring adherence to all applicable local and international laws, internal policies, and industry codes, with a particular focus on Legislative Decree 231/2001. As Dealer Compliance Manager, this person will undertake a variety of compliance activities related to the company's network of distributors, resellers, and other channel partners in IMI, including due diligence processes, assigning and tracking completion of compliance training, and managing onboarding and renewals.
As a member of the broader GE HealthCare International Compliance Team, this person will be expected to embody and promote GE HealthCare's commitment always to act with the highest integrity.
This role will report to the Compliance Manager for Northern and Eastern Europe and will have a dotted line to the General Manager for Italy, Malta and Israel.
Job Description
Key Responsibilities:
General Compliance
- Oversee compliance with all applicable laws and regulations (including Legislative Decree 231/2001 and anti-bribery laws), industry codes (including MedTech Europe, Confindustria Dispositivi Medici and Farmindustria) and internal policies (including those governing interactions with healthcare professionals).
- Maintain and update the Organizational Model 231, including risk mapping, control protocols, and training programs, and work with the Surveillance Body (Organismo di Vigilanza) on monitoring, reporting, and other relevant activities.
- Monitor developments in Italian and EU healthcare legislation and industry codes and advise management on implications.
- Develop and deliver compliance communication and training programs for employees, contractors, and third-party partners; track attendance at/completion of any mandatory training.
- Coordinate the preparation of periodic compliance roundtables: defining the agenda in collaboration with relevant stakeholders, preparing presentation materials, and drafting formal meeting minutes.
- Arrange and/or participate in any applicable committee meetings relating to the review and approval of certain interactions with healthcare professionals or healthcare institutions (e.g., sponsorships, educational grants, etc.), and collaborate with the Improper Payment Prevention Centre of Excellence to support the development and delivery of compliance training programs for employees, ensuring alignment with regulatory/legal requirements and internal policies.
- Work with functional colleagues and other business stakeholders on risk assessments, monitoring, investigations and/or any internal audit activity, with a view to identifying any compliance gaps and implementing corrective actions where necessary.
- Promote our open reporting culture and support ombuds investigators and other colleagues involved in the review and resolution of cases where required.
- Be a strong business partner by responding in a timely and pragmatic manner to compliance-related requests and by promoting a culture of compliance and ethical behaviour throughout the organization.
- Assist with other compliance initiatives as may be identified from time to time.
Dealer Compliance
- Ensure that third-party relationships are structured and monitored in accordance with the principles of Legislative Decree 231/2001 and support the integration of channel partner-related risks into the company's Organizational Model 231. Collaborate with the Organismo di Vigilanza to report and address risks arising from third-party interactions, as required.
- Partner with business leadership to assess indirect go-to-market strategies and associated compliance risks, including dealers, distributors and sales agents.
- Promote and follow existing policies and procedures insofar as they relate to channel partners, using the appropriate tools and technology and collaborating with sales, legal, finance and other functions to ensure compliance and effective management of third parties (including due diligence, review boards and timely completion of onboarding, renewals and training).
- Work with commercial, legal, finance and other functions, and with channel partners, to ensure the timely drafting, issuance and execution of suitable channel partner agreements.
- Promote awareness of applicable company policies, ethical standards, and legal obligations among GEHC employees and channel partners and assign and follow up on completion of mandatory training by channel partners.
- Investigate potential compliance concerns arising in connection with channel partners (at all points during the relationship) and coordinate with legal and business teams to mitigate risks and implement corrective actions.
- Collect compliance-related metrics and prepare reports on channel partners as required by local, regional or functional leadership.
- Monitor the regulatory and enforcement landscape related to channel-partner risks and ensure timely action to protect business interests.
Qualifications/Requirements
- Bachelor's (or equivalent) degree in law, business administration, political sciences, or related field.
- Proven experience in compliance, legal, risk management or other relevant roles in the healthcare or pharmaceutical sector.
- Strong knowledge of Legislative Decree 231/2001 and other applicable laws and regulations (global, regional and national), including anti-corruption laws.
- Experience in managing third-party compliance programs.
- Experience in developing and delivering training.
- Fluent/highly proficient in Italian and English.
- Strong analytical and project management skills coupled with a problem-solving attitude.
- Natural advocate for always acting with the highest integrity.
- Strong business acumen, with an ability to detect emerging compliance and industry trends and develop appropriate responses.
- Excellent interpersonal skills and ability to communicate effectively at multiple levels within the organization and with external partners.
- Demonstrated experience prioritizing conflicting demands from multiple sources in a fast-paced environment.
- Ability to work well both independently and in a team setting.
Desired Characteristics
- Compliance-specific qualifications (e.g., CCEP or equivalent).
- Knowledge and use of LEAN tools and a continuous improvement mindset.
- Experience of working in a multinational/global organisation, with an ability to deal with people from a variety of different backgrounds and cultures.
