BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

This position is located in the Legal Office (LEG) of the World Food Programme's Headquarters in Rome, Italy. The Senior Counsel will be assigned to the Contractual and Constitutional Law Branch (LEGC).

This role is highly specialized, requiring the incumbent to provide expert legal advice, closely engaging with the General Counsel, the Deputy General Counsel andSenior Legal Officer.

KEY ACCOUNTABILITIES:

Under the general supervision of the Senior Legal Officer for the public law branch of LEGC and in close coordination with the General Counsel and the Deputy General Counsel, as appropriate, the Senior Counsel will be responsible for the following key duties:

Lead the legal review and negotiation of complex donor agreements, debt swap arrangements and related funding instruments, with a primary focus on U.S. Government-funded mechanisms, including those under the U.S. Department of State, Development Finance Corporation and the U.S. Department of Agriculture. Provide authoritative interpretation and application of applicable legal frameworks to ensure compliance, safeguard WFP's interests, and support timely renewals and amendments aligned with donor requirements and institutional policies.

Coordinate the Legal Office's engagement in relation to legal matters pertaining to the U.S. Government, including USAID Office of the Inspector General information disclosure requests, ensuring that all responses, advice and guidance are accurate, timely and aligned with current frameworks and broader UN positions.

Advise on institutional legal matters, including contributions from international financial institutions (IFI) and other public-sector resource partners, privileges and immunities and other public international law matters, interagency and intergovernmental agreements, NGO partnerships and other implementation partnership arrangements, as well as other contractual support. Identify potential liabilities, particularly vis-à-vis third parties, and assist in the management of risks in WFP's activities to facilitate well-informed decisions.

Prepare and/or review legal agreements, contracts and other documents, identify key strategic issues, similarities and inconsistencies, and present findings with proposed solutions that are legally sound and facilitate the decision-making process.

Participate in negotiation and settlement of claims and disputes to meet unique client needs.

Coordinate with the Senior Legal Officer in servicing committees, task forces, expert working groups and other bodies with legal advice and preparation or review of legal documents to facilitate the formulation of WFP's position.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Degree in Law (LLB, J.D., or equivalent). Has been admitted to practice law by a recognized national or state bar or law society or is otherwise qualified to practice law.

Experience:

At least 10 years of relevant progressively responsible experience as a lawyer in public sector.

Knowledge & Skills:

  • Demonstrated knowledge of fiscal and/or appropriation laws
  • Business acumen and ability to think strategically;
  • Solid communication, negotiation and interpersonal skills;
  • Solid time management and priorities management skills;
  • Adaptability and ability to work on a wide range of legal issues.
  • Strong knowledge of applicable US laws and contracting modalities.

Languages:

Excellent working knowledge (proficiency/level C) of English.
