Senior Pre-Construction Manager, EMEA Pre-Construction Amazon's Data Centers are industry-leading examples of innovation in security, safety, space utilization, efficiency, and cost effectiveness.The EMEA Data Center Construction team is responsible for the construction of Amazon-owned sites.We are seeking a Senior Pre-Construction Manager to serve as the primary liaison between Real Estate, Design Engineering, Construction, Procurement, and other partner teams during initial planning, conceptual design, and design development, providing cost, schedule, and constructibility guidance.Key Job ResponsibilitiesRepresent AWS to ensure on-time and on-budget execution of Amazon projects while strategically improving processes, costs, quality, H&S, and sustainability performance.Lead and mentor large cross-functional teams, serving as an expert technical and project management resource, and motivating people of all levels.Drive significant communication across departments, to front-line and executive level managers, serving as an authority on project issues.Leverage experience and tools to identify gaps in project plans and propose effective solutions.Understand and negotiate terms of contracts with developers, contractors, and consultants representing AWS' interests.Act as the primary escalation point for the feasibility evaluation of potential future projects and pre-development actions, owning and tracking issues to ensure they are addressed, documented, and resolved.Lead negotiations with general contractors and internal procurement partners; evaluate bids, proposals, and claims with detail and accuracy, reporting key construction/commercial metrics.Review and provide input into global standards and data center template designs.Independently support, oversee, and manage complex, cross-functional Data Center projects from site selection, permitting, and contract execution, keeping stakeholders informed.Maintain scope progress by driving timely decisions, identifying and clearing blockers, and escalating appropriately.Work with internal/external teams—including real estate, design engineering, construction, finance, architects, engineers, permitting agencies, developers, and landlords—to secure resources, scope infrastructure builds, set priorities, milestones, and drive results.Conduct negotiations with general contractors; evaluate bids and proposals, participating in pricing reviews for scope inclusions/exclusions, and negotiate costs with developers, general contractors, and design consultants.Evaluate due diligence, schedule tracking, and identify solutions to potential impediments to successful project hand-over to Amazon stakeholders.Insist on the highest standards, drive accountability for results, and lead both externals and internals, including coaching and, if needed, disciplinary actions.Basic QualificationsProfessional fluency in Arabic, German, and English.Extensive experience in mission-critical facilities (design, pre-construction, scheduling, construction and commissioning), or equivalent.Knowledge of civil, electric, and mechanical engineering principles.Knowledge of critical data center equipment (generators, UPS, chillers, HVAC, fire detection/suppression, etc.).Ability to travel approximately 40% of the time.Preferred Qualifications7+ years of experience in Construction Site Management, including negotiating with general contractors and evaluating bids and proposals.Professional certification such as CCM, PMP, AC, or CPC.Additional language skills are appreciated.Bachelor's degree in Construction Project Management, Architecture, Engineering, or related field, or equivalent trade certification.Amazon is an equal opportunities employer and does not discriminate on the basis of protected veteran status, disability, or other legally protected status.Amazon is an equal opportunities employer.We believe passionately that employing a diverse workforce is central to our success.We make recruiting decisions based on your experience and skills.Protecting your privacy and the security of your data is a longstanding top priority for Amazon.#J-*****-Ljbffr
