Each year, around 21.6 million people are displaced by hazards such as floods, storms, wildfires, and droughts. To address these challenges, IOM's Climate Mobility Innovation Lab (CMIL) develops scalable solutions, including the Risk Index for Climate Displacement to anticipate future hotspots and the Climate Catalytic Fund to support quick-impact, locally led resilience projects. These efforts aim to strengthen anticipatory responses and protect vulnerable communities in a rapidly warming world. Building on CMIL methodologies, IOM seeks to strengthen understanding of climate impacts on migration and displacement through innovative approaches.Under the overall supervision of the Head of the Climate Mobility Innovation Lab and in coordination with the Project Coordinator, the Climate Mobility Innovation Officer (Systems Development, Monitoring & Evaluation) will provide the CMIL with technical support on systems development, country contextualisation, implementation, monitoring, and learning processes of IOM's Climate Catalytic Fund (CCF) and other CMIL activities across different regions, and community-based climate resilience activities in Asia and the Pacific, and monitoring and evaluation.The International Organization for Migration (IOM) is part of the United Nations (UN) System as the leading inter-governmental organization promoting since **** humane and orderly migration for the benefit of all, with 174 member states and a presence in over 100 countries.Maintain and adjust Monitoring, Evaluation, Accountability and Learning (MEAL) framework, systems and tools for the Climate Catalytic Fund, — including data collection methodologies, baselines, mid-term reviews and end-of-project evaluations in close coordination with the Head of the Climate Mobility Innovation Lab.Prepare monthly, quarterly, or annual project/programme/ reviews, participatory impact assessments, process and operations monitoring, real time, midterm and final evaluations and lessons learned workshops, dashboards and learning briefs while monitoring compliance of M&E arrangements with donor/UN/HQ requirements.Provide technical leadership to facilitate the implementation of the CCF Framework and accompanying guidelines on MEAL; Financial Risk Management; and Contract Management in countries where CMIL is currently implementing.Facilitate a proper use of IOM's Project Information and Management Application (PRIMA) for monitoring, reporting and evaluation and coordinate internal monitoring and evaluation processes, ensuring timely data collection, verification, analysis, and reporting along with learning-oriented tools and feedback loops to strengthen adaptive management.In close coordination with Global CMIL and regional hubs, contribute to the development, implementation and continuous improvement of the pipeline and systems for CCF project applications, selection processes, and monitoring and evaluation, including digital tracking mechanisms, proposal review templates, and monitoring tools are well-established and running.Collaborate with IOM country offices to facilitate the implementation of and compliance with the CCF Framework and guidelines, ensuring coherence across MEAL, due diligence, and risk management processes.Contribute to and facilitate the regular sharing of M&E findings and leveraging of knowledge management, documentation of good practices, and preparation of case studies and lessons learned from the implementation of CCF projects and community-based climate resilience activities.Coordinate the process for identifying the key performance questions, indicators and parameters for monitoring and evaluating performance and achievements, including at the design and implementation stages of community-based climate resilience interventions, in close coordination with the Project Coordinator and field teams in Asia and the Pacific.Design performance monitoring tools in line with M&E guidelines, review and provide structured feedback on project proposals received under the CCF, particularly on results frameworks, indicators, budgets, risk assessments, and sustainability considerations.Facilitate CCF training sessions with project staff, partners and communities, ensuring staff are familiar with the CCF operational framework, MEAL systems, and risk management procedures.Provide substantive inputs to strengthen capacity of IOM field teams and partners on implementation challenges, undertake troubleshooting and monitoring missions, and provide hands-on technical coaching.Review the availability and quality of relevant data and tools to ensure that community-based interventions incorporate participatory, gender-responsive, and climate-adaptive approaches, aligned with IOM standards and donor expectations.Participate in activities with external partners, and support communication and outreach efforts for the CCF call for applications, including drafting key messages, reviewing materials, and supporting dissemination strategies in coordination with IOM's communications teams.Participate in the development of projects/programmes, communication materials, and guidance documents related to the CCF, ensuring technical soundness, alignment with strategic objectives, and compliance with IOM and donor standards.Coordinate with local authorities, partners, and community groups to facilitate effective implementation, monitoring, and reporting of field activities.Perform such other duties as may be assigned.EducationMaster's degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.ExperienceExperience in project/strategy conceptualisation, development, monitoring, reporting and evaluation;Experience and knowledge and experience in creating and managing blended finance mechanisms, especially those led / created by IOM, is required ;Experience and d emonstrated knowledge of IOM's internal programme management systems;Experience in capacity development and training of a wide range of stakeholders;Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies; and,Knowledge of office software packages (e.g., MS Word, Excel) and spreadsheet and data analysis tools will be a distinct advantage.SkillsKnowledge of migration related issues, including climate change and displacement will be a distinct advantage;Excellent communication and analytical skills;High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas and complete multiple tasks by establishing priorities is required;Familiarity with IOM/UN administrative and financial management including programme is an asset;Strong interpersonal and teamwork skills; and,Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.LanguagesIOM's official languages are English, French and Spanish.For this position, fluency in English is required (oral and written).
