JOB TITLE: Finance Consultant

UNIT/DIVISION: CFORC, CFO Division

DUTY STATION (City, Country): Rome, Italy

DURATION: until 31.12.2026 with possibility of extension

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Contribution Accounting and Donor Financial Reporting Branch (CFORC) is responsible for ensuring accountability to donors on the utilization of contributions and to support financial management through the accounting for contributions, project analysis and reporting. The objectives of the Branch are to

(i) ensure timely and accurate reporting to donors,

(ii) improve financial management in accounting for contributions, income and expenditures and

(iii) support the financial management of projects.

The Branch requires temporary support of a Consultant to augment its current capacity. The Consultant will be supervised by Finance Officer, and work alongside other team members in the Branch.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Trust Fund reporting including JPOs

a. Maintain Status of Production for Trust Funds

b. Run BO reports and conduct financial analysis as required

c. Liaison with other HQ Units with significant Trust Fund resources to assist them in managing and reporting on these effectively

d. Prepare reports for clearance, submit to the Trust Fund managers and upload into the repository for specialised donor financial reports

e. Manage unspent balances from Trust Funds

2. Management of contribution receivables

a. Identify contribution receipts in the TCA and clear contribution receivables

b. Follow-up on outstanding receivables, provide guidance to COs, HQ as necessary on related matters

c. Prepare quarterly contribution receivable and/or TCA aging reports

d. Provide necessary support in receivable adjustments by parking journal vouchers, compiling supporting documents in compliance with respective guidance and manuals

e. Record financial entries in WINGS such as write-down/write up of contribution receivables in WINGS through journal vouchers (JVs)

f. Perform basic financial analysis using appropriate comput
