Overview The Safety and Compliance Specialist serves as a central resource for CORE Electric Cooperative's safety operations. Responsible for regulatory compliance and data management within the safety department. The Specialist designs and administers departmental databases, coordinates safety communications, and oversees regulatory compliance with FMCSA, DOT, and workers compensation requirements. The role supports incident investigations and helps strengthen CORE's safety culture and operational resilience through technology, regulatory oversight, and cross‐departmental coordination. Essential Duties and Responsibilities Administer and maintain departmental databases including Safety Observations, Near Miss, Hazard Identification, and Incident records. Ensure compliance with Federal Motor Carrier Safety Regulations (FMCSR) by maintaining driver qualification files and associated documentation, including Motor Vehicle Records (initial and annual), Medical examiner's certificates (and registry verification), Drug & Alcohol Clearinghouse queries, expiration tracking for licenses, medical certificates, and annual reviews, annual MVR and violation list reviews with documented findings, and notification to drivers and supervisors of upcoming expirations or compliance needs. Coordinate drug and alcohol testing for CDL and non-CDL drivers (random, reasonable suspicion, post-accident, return-to-duty, and follow-up testing). Maintain confidentiality and ensure documentation meets regulatory and audit requirements. Administer safety software systems: provide user training, develop reference guides, and manage user access. Collaborate with IT and vendors to enhance system functionality. Develop reports and dashboards for safety metrics and compliance tracking. File first reports of injury with workers' compensation carriers and track corrective actions to resolution. Prepare monthly reports, including OSHA rates, incident statistics, and safety performance indicators. Coordinate safety communications and branding: develop internal and external safety content, maintain consistency in CORE's safety branding across signage, apparel, and materials. Partner with People Operations to manage safety recognition programs. Support department meetings, training coordination, and scheduling. Assist with safety investigations, documentation, and training program delivery. Order and maintain safety supplies. Perform additional duties as assigned. Minimum Qualifications High school diploma or equivalent required.1-3 years of experience providing administrative support in safety, compliance, HR, risk management, or business operations. Working knowledge of data collection, analysis, and reporting. Proficiency with Microsoft Office Suite (Word, Excel, Outlook, Power Point). Strong organizational skills and attention to detail. Ability to manage confidential information with discretion. Willingness to travel throughout CORE's service territory and attend off-site training or conferences. Preferred Qualifications Associate degree (or higher) in business administration, safety, environmental science, or related field. Two or more years of experience in safety, risk management, or regulatory compliance. Familiarity with DOT, FMCSA, OSHA, or workers' compensation regulations.
