Education & Experience

  • U.S. Citizen required
  • Valid driver's license required
  • Minimum of 5 years of professional construction cost estimating experience
  • Experience preparing cost estimates for:
    • New construction
    • Renovations
    • Repairs
    • Demolition
    • Maintenance
    • Construction contract modifications
  • Bachelor's degree in Construction Management, Architecture, Engineering, Cost Estimating, Quantity Surveying, Business, Economics, or a related field preferred
  • Equivalent combination of education, technical training, and demonstrated construction estimating experience will be considered
  • Certified Cost Professional (CCP), Tri-Service Cost Consultant, or equivalent construction cost estimating certification preferred
  • Previous experience in design and/or construction (3–5 years) is highly desirable

Knowledge, Skills & Abilities

  • Thorough knowledge of construction estimating principles, practices, and methodologies
  • Experience preparing conceptual, parametric, detailed, comparative, and Independent Government Estimates (IGEs)
  • Knowledge of DoD, DON, and NAVFAC cost estimating policies and procedures
  • Understanding of military construction (MILCON) and shore facility projects
  • Ability to evaluate labor, material, equipment, subcontractor, and supplier pricing
  • Knowledge of construction sequencing, constructability, and market conditions
  • Ability to prepare detailed quantity take-offs and Basis of Estimate documentation
  • Experience analyzing contractor proposals and supporting negotiations
  • Familiarity with Uniformat II, MasterFormat, and Work Breakdown Structures (WBS)
  • Strong written and verbal communication skills
  • Ability to collaborate with engineers, architects, project managers, contractors, and government personnel
  • Proficiency with Microsoft Office Suite
  • Experience using:
    • MII/MCACES
    • RSMeans
    • PACES
    • Autodesk or similar design viewing software
    • Cost estimating and project management software

Essential Duties & Responsibilities

  • Prepare Independent Government Estimates (IGEs), planning estimates, conceptual estimates, ROM estimates, and detailed construction cost estimates.
  • Develop construction cost estimates for military construction, renovation, maintenance, demolition, and facility improvement projects.
  • Perform quantity take-offs using drawings, specifications, and project documentation.
  • Analyze labor, material, equipment, subcontractor, supplier, and market pricing to develop accurate estimates.
  • Prepare and maintain detailed Basis of Estimate documentation, including assumptions, exclusions, escalation, contingency, productivity, logistics, and risk factors.
  • Review contractor proposals, A/E estimates, and supporting cost documentation for completeness, accuracy, and compliance.
  • Support contract modifications, change orders, bid evaluations, and cost negotiations.
  • Participate in project meetings, design reviews, estimate reconciliation meetings, and design workshops.
  • Coordinate with project managers, engineers, architects, contracting personnel, and stakeholders throughout project development.
  • Evaluate design alternatives and identify cost impacts associated with scope changes, constructability issues, and schedule requirements.
  • Conduct market research by obtaining supplier and contractor pricing to validate cost assumptions.
  • Support quality assurance and quality control reviews of cost estimates and construction documents.
  • Assist in developing budget estimates throughout all phases of project planning, design, procurement, and construction.
  • Provide professional cost estimating consultation and recommendations to NAVFAC leadership and project teams.
