JOB TITLE: Aviation Officer TYPE OF CONTRACT: CST WAE UNIT/DIVISION: Aviation Service / Supply Chain & Delivery DUTY STATION (City, Country): Rome, Italy DURATION: 3 months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: WFP Aviation Service is finalizing a comprehensive revision of the Aviation Transport Manual (ATM). Following the completion of technical reviews and stakeholder consultations, additional support is required to complete the final editing, consolidation, harmonization and publication process of the manual and its associated annexes. To support this effort, WFP Aviation Service requires a When Actually Employed (WAE) resource to coordinate the finalization of the ATM, complete and standardize all annexes, and serve as focal point for the management of the external proofreading process. Under the guidance of Quality Assurance Unit (QAU) and relevant Aviation Service stakeholders, the WAE will support the completion of all activities required to produce a final publication ready version of the ATM and associated annexes. ACCOUNTABILITIES/RESPONSIBILITIES: 1. Review and consolidate all approved comments and inputs received during the ATM revision process. 2. Draft, complete, revise and finalize all sections of the ATM, ensuring that any incomplete, missing or newly identified content is fully developed and aligned with WFP Aviation Service policies, procedures, operational requirements and industry best practices. 3. Ensure consistency of terminology, structure, references and formatting throughout the document. 4. Verify cross references, section numbering, tables, annex references and hyperlinks. 5. Liaise with subject matter experts and relevant stakeholders to obtain required technical inputs and resolve outstanding content gaps. 6. Support final document quality checks prior to publication. 7. Review, update and finalize all ATM annexes and associated templates. 8. Harmonize formatting, style and numbering throughout the annex package. 9. Ensure consistency between annexes and the main ATM document. 10. Coordinate with relevant subject matter experts as required. 11. Act as focal point between WFP Aviation Service and the contracted proofreading company. 12. Coordinate submission of documents for proofreading. 13. Track, review and consolidate proofreading comments. 14. Incorporate approved editorial changes into the final ATM package. 15. Ensure suggested editorial changes do not alter approved operational or policy content. 16. Conduct final document quality assurance checks. 17. Maintain version control and document change records. 18. Prepare final ATM and annex package for approval and publication. 19. Support coordination of final approval and dissemination activities as required. DELIVERABLES AT THE END OF THE CONTRACT: Consolidated ATM draft incorporating all approved inputs. Complete and finalized ATM including all sections and appendices. Finalized ATM annex package. Consolidated proofreading process Publication ready ATM package, including all annexes and supporting documents. QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in Aviation Management, Aeronautical Engineering, Aviation Safety, Air Transport Management, Logistics, or a related field. Alternatively, a First University Degree combined with additional years of relevant professional experience and recognized aviation qualifications, such as an Airline Transport Pilot License (ATPL), Commercial Pilot License (CPL), Air Traffic Control License, Flight Operations Officer/Flight Dispatcher License, Aeronautical Engineering qualification, Remote Pilot License, or equivalent professional aviation certification
Experience:
A minimum of five (5) years of progressively responsible professional experience in aviation operations, operational support, or other related aviation functions Knowledge &
Skills:
• Knowledge of UNHAS operations, air operations management safety and continuous improvement practices.
• Understanding of humanitarian aviation operations and aviation governance frameworks.
• Strong analytical, organizational and problem-solving skills.
• Good communication and stakeholder engagement skills, including the ability to communicate HQ level and technical information clearly to different audiences.
• Ability to work collaboratively in multicultural and multidisciplinary environments.
