JOB TITLE: plugPAY Finance Consultant TYPE OF CONTRACT: Regular Consultant, 50% part-time arrangement UNIT/DIVISION: CFOFC, Corporate Beneficiary Payment Solutions DUTY STATION (City, Country): Permanent Place of Residence DURATION: 3 months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: Cash-based transfers (CBT) represent a large share of WFP’s total humanitarian assistance (36 percent in 2024), and include assistance distributed as physical banknotes, e-money, mobile money, vouchers or debit cards. In 2025, WFP transferred USD 2.2 billion through cash-based transfers to 38.7 million people across 80 countries, empowering them to meet their essential needs with dignity and choice. In support of WFP’s cash-based transfers, the Finance function through the Business Development and Cash Based Transfers Branch (CFOFC) is developing corporate tools and guidance, providing day-to-day technical advice and assistance to Country Offices (CO) while also undertaking a range of other strategic activities and engagements internally as well as with external service providers. The consultant will be supporting day-to-day plugPAY operations as well as country roll-outs for plugPAY, supporting the development and enhancement of corporate tools and guidance. Under the Supervision of the Head of Corporate Beneficiary Payment Solutions, the Consultant will undertake the following tasks: ACCOUNTABILITIES/RESPONSIBILITIES: 1. Guide WFP Country Office with plugPAY operations in day-to-day activities to ensure successful transfers of plugPAY for CBT: a. Streamline communication and support payment planning, timeline keeping and improvement b. Evaluate lessons learned and make continuous suggestions for procedural and technical improvements and review pre-established SOPs. c. Support CO Finance, Programme and ICT stakeholders as required. d. Conduct KPI reporting and act as business counterpart for digitization of management reporting with implementation of a comprehensive reporting dashboard. e. Liaise with HQ IDM and TECD Teams and coordinate development of automated reconciliation solution for PlugPay transfers. 2. Guide the plugPAY rollout process in pre-selected countries: a. Support feasibility analysis and guide through roll out checklist, conduct training on plugPAY lifecycle, accounting workflows, troubleshooting, and reconciliation processes b. Coordinate technical enablement and authorizations for Country Office staff c. Provide training to Finance, Programme and TEC staff on payment process in SCOPE/WINGS. d. Support error resolution such as failed transactions and provide recommendations as well as identifying mitigation strategies for potential disruptions 3. Support global reporting and continuous improvement process: a. Prepare inputs for management reporting template on monthly basis. b. Request volume planning as per regular schedule from individual Country Offices c. Follow through on global reconciliation dashboard improvements and other improvements in WINGS and SCOPE d. Provide COs with guidance and support during the various stages of plugPAY implementation. e. Support engagements with treasury banks as required for plugPAY improvements and roll out f. Evaluate lessons learned and make continuous suggestions for procedural and technical improvements, document such together with CO in pre-established SOPs. 4. Other duties as required. DELIVERABLES AT THE END OF THE CONTRACT: ➢ Successful self-sufficient Country Office plugPAY CBT operations ➢ Successful onboarding of Country Offices to plugPAY ➢ Delivered monthly KPI and management reporting QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
▪ University Degree in Economics or Finance, Business Administration, or related fields Knowledge &

Skills:
▪ Knowledge of global financial markets, sub-sectors and its institutions and stakeholders ▪ Overview of basic corporate finance protocols, experience in KPI reporting and crafting of funding applications ▪ Understanding of the regulatory setting for payment instruments in the context of humanitarian interventions ▪ Demonstrated ability to work both independently and as part of a diverse team

Experience:
