JOB TITLE: DOTS Platform Governance and Data Architecture Lead TYPE OF CONTRACT: CST Level II UNIT/DIVISION: TECX DUTY STATION (City, Country): Rome, Italy DURATION: 3 months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. WFP Technology Division (TEC, formerly known as IT) is the digital business engine of the World Food Programme, providing the business with multi-pronged and resilient technical capabilities able to respond with the agility required in humanitarian operations, be they man made or in a natural disaster setting. TEC Division continues to increase its activities to meet the constantly growing demand from the organization and implement the initiatives related to digital transformation. To support the Information & Technology Strategy, WFP is investing the deployment of Palantir Foundry, a leading data integration and analytics platform that enables optimization of WFP data at scale, alongside platforms for deep field data collection, visual analytics, and corporate reporting. Under the supervision of the DOTS Product Manager, the Platform Governance Lead is a key team member in leading the design, implementation, and operation of rules, practices, and decisions put into place to influence how data is accessed both in and out of the DOTS platform. The role requires capturing layers of governance relationships and structuring interactions between DOTS users in the business and TEC. The Platform Governance Lead will work closely with the other Analytics and Data Platform teams, engineering, and data governance teams throughout WFP to develop a standard approach to data governance leveraging both collaborative and top-down governance strategies maximizing innovation & data-driven discovery, while ensuring data quality & consistency. ACCOUNTABILITIES/RESPONSIBILITIES: •Lead DOTS Data Architecture activities for TEC by providing inputs into Enterprise Architecture artefacts, participating in Discovery activities, and preparing core data architecture models (Conceptual and Logical). •Ensure the ontology development in DOTS aligns with Enterprise data architecture models. •Participate in the development of business planning and strategy for the DOTS Platform to advocate for business results and outcomes as well as branch functional work plans in compliance with WFP policies, standards, and strategy. •Manage and motivate a team of DOTS Platform Governance staff, providing coaching, training, and guidance to ensure appropriate development and enable high performance. In addition, create team-building and communication activities and participate in timely objective setting reviews and performance appraisals with team members. •Data platform governance: Ensure enterprise data policies and principles are duly translated for context and applied in the DOTS platform. Furthermore, using best practices and guidance from our Partners such as Palantir, augment efforts by using in-platform tools to develop processes and standards for improving responsible data access control, usage, data integrity and data quality. •DOTS Data Catalogue & Ontology Governance: Organize and implement a data management capability that allows understanding, finding and sharing of data in DOTS using the platform data catalogue and ontology object explorer. In addition, use process definition, documentation, and user training to align and improve the ontologies produced by different product owners in DOTS as needed. •Platform Data Management: Coordinate and provide expert advice on DOTS platform data management: meta-data management, data quality management, data integration, data distribution, data model and reporting. •Platform performance: Monitoring platform availability and performance for Country Office staff. •DOTS Platform Governance Services: Define and Build processes and documentation for Services offered by DOTS Platform Governance Team through a continuous improvement approach. Ensure implementation teams and data analysts can access services. •Participate in cross-functional working groups: provide inputs and recommendations to the Data Working Group (DIG), Architecture Board (AB) and Data Governance Committees (DMC). •Engage with the stakeholders for Corporate Data Products (Tableau, BW/BO, Foundry, etc.), API Gateway, to provide DOTS platform guidelines, best practices, and expert advice.

Analyse and produce DOTS enterprise data architecture models in collaboration with TECA. 2.
Monthly team updates on workplan projects and reporting. 3.
Participate in Discovery exercises and deliver required inputs and documentation. Provide inputs to DOTS budget estimation activities. 4.
Review DOTS Platform Governance documentation (SOPs, guidelines etc.). Report on DOTS Platform Governance performance and implement measures (as necessary) to improve performance. 5.
Review DOTS Ontology Governance documentation (SOPs, guidelines etc.). Report on DOTS Ontology Governance performance and implement measures (as necessary) to improve performance. 6.
Develop evidence
- based KPI’s to chart contribution of team projects and activities to unit and division performance objectives. Provide updates and implement measures (as necessary) to improve performance. 7.
Provide advice and guidance to DOTS Ontology Manager for any presentations/workshops related to DOTS Ontology, master data/data integration issues, key recommendations and decisions, access control requirements and design, and next steps/actions. 8.
Conduct regular meetings with team to gather updates and foster a team environment. 9.
Ensure personal performance discussion with staff are completed and constructive feedback provided to assist in staff development. 10.
Perform other duties as required (e.g., Performance Review for team members). QUALIFICATIONS & EXPERIENCE REQUIRED

Education:
Advanced University Degree in Business Administration, Data Management, Information Technology, Engineering, Statistics, Economics, Information Technology Management and other relevant disciplines.

Experience:
6+ years of relevant progressive work experience in data governance, data management, data architecture, business Intelligence and analytics, and project management. •Experience in data management, data governance, data modeling, database design, glossary definition, metadata model. •Experience in developing project plans. •Strong track record of delivering results in a complex environment. •Experience working on information technology projects is essential. Knowledge &

Skills:
•Demonstrable experience in working with multi-disciplinary teams; •Technical knowledge and understanding of data governance and data management. •Experience in data architecture, data model design and metadata management. •Considerable experience working with a broad range of data collection, data mining, data discovery, ETL, and data cleansing. •Good understanding of project management methodologies. •Experience convening working groups and events with an audience of cross-functional specialists at various levels. •Apply an analytical approach with attention to detail. Consistently demonstrate problem-solving perspective. •Motivated to deliver.
