How can you make a difference?

The Operations function is a strategic business partner within the Division’s Management Team, assuring the effective and efficient stewardship of DGCA resources across its geographically dispersed structure. The function enables the Division to deliver global advocacy, communication and engagement priorities by providing integrated advice and services in financial and budget management, human resources, administration, facilities, supply and contracting, information and communications technology, risk management, governance and business continuity.

As a Strategic Business Partner and the incumbent will be responsible to lead for results, drive change, provide risk informed, solution-focused analysis, advice and services and contribute to programme and management decisions for delivering results for children in all operational contexts.

The Chief of Operations contributes to the effective management of the Division by providing integrated operational analysis, coordinating cross-functional priorities, supporting strategic planning processes and facilitating implementation of senior management decisions across DGCA’s duty stations.

The Chief of Operations will be entrusted with the following six pillars, the core focus of all operations functions: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, Strategic Office Management and Coordination and Valuing Partners.

To qualify as an advocate for every child you will have…

  • Education: Master or equivalent (Advanced University Degree) in Business management, Financial management, Accounting, Public Finance; and related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project management, and any other related fields is required.
  • Work Experience: At least 8 years of relevant work experience at the national and international level, specifically in implementing strategic organizational initiatives in one or more operations management area including budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communication technology and human resources is required.
  • Skills:
    • Advanced financial planning, budgeting, forecasting and financial analysis;
    • Operational leadership and strategic business partnering;
    • Risk management, internal controls and compliance oversight;
    • Management reporting, performance analytics and dashboard development;
    • Organizational planning, process improvement and operational efficiency;
    • Experience working with ERP-based financial and administrative systems (e.g., SAP, VISION, Workday, Oracle);
    • Results-Based Management (RBM);
    • Advanced Microsoft Office skills, particularly Excel and PowerPoint;
    • Strong stakeholder management and influencing skills in complex matrix organizations;
    • Experience supporting senior leadership teams through strategic planning, organizational effectiveness initiatives and operational decision-making.
  • Language Requirements: Fluency in English is required.
  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language;
  • Certification in (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Comptable;
