Organizational Setting

FAO Indonesia, in collaboration with the Indonesian Quarantine Authority (IQA), is implementing a project to strengthen animal quarantine risk management through multisectoral coordination, risk-based animal quarantine management, and community-centred early warning and response systems, contributing to SDGs 2 and 3.

Animal quarantine systems serve as a critical frontline defence against transboundary animal diseases and other agricultural threats that can affect animal health, public health, and economic stability. While Indonesia continues to strengthen its animal quarantine system, the availability and integration of data and information for animal quarantine risk assessment, disease mapping, and early warning remain areas for further improvement. These challenges are compounded by varying levels of capacity among quarantine veterinarians and officers in applying risk-based approaches and translating epidemiological information into practical quarantine measures.

To address these gaps, there is a need for a standardized and practical capacity-development module on animal quarantine risk management that can support quarantine officers and relevant stakeholders in applying risk-based approaches consistently. The module will bring together key elements of risk forecasting and analysis, epidemiological trends, disease surveillance, early warning, and community-based response, and will provide practical guidance and exercises to support its application in the field.

Reporting Lines

The incumbent will be under the overall supervision of the FAO Country Office, Lead Technical Officer in RAP, and the technical supervision of the HQ Senior Officer, will consult with the Animal Health and Production country team, and will collaborate with the Project Team Leader and the National Focal Point.

Technical Focus

The Animal Quarantine Risk Management Expert will provide technical support and advisory services to strengthen Indonesia’s animal quarantine risk management system, in collaboration with the Indonesian Quarantine Authority (IQA) and relevant stakeholders.

Under the guidance of the designated FAO technical supervisors, the incumbent will review existing technical materials and guidelines, assess capacity-development needs, develop the training module and supporting learning materials, and incorporate technical inputs from relevant experts and government institutions. The assignment will also support the preparation of practical case studies and exercises and the documentation of recommendations for the future application of the module.

Tasks and responsibilities
  • Review relevant existing animal quarantine risk management, surveillance, early warning, and risk assessment materials, guidelines, and training resources available within FAO, IQA, and other relevant institutions;
  • Identify key capacity and technical gaps to be addressed through a standardized animal quarantine risk management module;
  • Provide technical and operational support in preparing draft training materials based on established technical guidance and instructions from the designated supervisor, covering Risk forecasting and analysis; Epidemiological trends and disease risk assessment; Disease surveillance and interpretation of relevant information; Early warning and risk-based decision-making; and
  • Develop practical case studies, exercises, tools, or other learning materials
