BB&E is seeking an experienced Information Systems Security Officer (ISSO) to support operations at the U.S. Navy Satellite Communications Facility (NAVSATCOMFAC) Lago Patria, Italy. The ISSO is responsible for implementing, managing, and maintaining the site's cybersecurity program while ensuring compliance with DoD, Navy, DISA, and Cyber Workforce Framework (DCWF) requirements. The ISSO works closely with Government personnel to protect mission-critical satellite communications systems supporting worldwide military operations.
The ideal candidate will have experience with operating and maintaining satellite communications systems in Italy. Experience working on O&M contracts providing support 24 hours a day, seven days a week, and experience performing O&M on Teleport Satellite Systems such as VERTEX RSI 9-meter Ku Band Commercial terminals, VERTEX RSI 16.4-meter C-band Commercial terminals, VIASAT RT-1828 UHF radios, or USC-38 NMT AEHF terminals.
Essential Duties And Responsibilities- Serve as the primary cybersecurity point of contact for Government Information Systems Security Managers (ISSMs) and the Contracting Officer's Representative (COR)
- Oversee implementation and sustainment of the site's Cybersecurity Program
- Ensure compliance with DoD, Navy, DISA, RMF, and DCWF cybersecurity requirements
- Manage cybersecurity documentation, compliance reporting, audits, vulnerability remediation, and security assessments
- Coordinate vulnerability management activities including ACAS scans, IAVA compliance, security patches, STIG implementation, and configuration management
- Maintain system security plans, cybersecurity agreements, logs, and required documentation
- Develop and maintain CPCON (Cyber Protection Condition) plans
- Oversee cybersecurity support for SATCOM, Teleport, MUOS Legacy Gateway Components (MLGC), AC2/SLM-5650B systems, and associated network infrastructure
- Lead cybersecurity planning, scheduling, and supervision of daily cybersecurity operations
- Support inspections, Government audits, and cybersecurity evaluations
- Ensure continued compliance with all classified information handling requirements and cybersecurity directives
- Meet current DoD Cyber Workforce Framework (DCWF) qualification requirements
- Minimum three (3) years within the last five (5) years serving as an ISSO or civilian equivalent
- Demonstrated experience designing and implementing cybersecurity solutions that identify, protect, detect, respond to, and recover from cyber threats
- Experience conducting risk assessments, security planning, threat analysis, testing, and vulnerability management
- Three to five (3-5) years leading cybersecurity teams
- Ability to supervise daily cybersecurity operations and personnel
- Active Secret Security Clearance (or ability to obtain prior to start)
- U.S. Citizenship required
- Must be able to stand, walk, bend stoop, crouch, crawl, navigate across uneven ground that is common at construction sites and climb for extended periods as well as when traveling to and from job sites
- Must be able to lift, carry, push, and pull materials and equipment weighing up to 50 pounds regularly
- Must be able to work both indoor/outdoor (with exposure to the elements)
- Must be able to work in confined spaces and under varying environmental conditions, including heat, cold, humidity, rain, wind, dust, and noise
- Must be able to wear and use required personal protective equipment (PPE) such as hard hats, safety glasses, gloves, hearing protection, steel-toed boots, fall protection safety vests and high-visibility reflective safety vests
- Must have sufficient visual and auditory acuity to perform tasks safely and effectively, including reading instruments, recognizing hazards, and communicating on active construction sites
- Must be able to drive company or personal vehicles to and from field locations, sometimes multiple times per day, and may be required to work variable shifts depending on project needs
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs
- Ability to see details of objects that are less than a few feet away
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
