Summary and Goal
JLL is looking for an experienced Head of Procurement and Cost Management to lead the procurement, tendering and cost management function across our Project & Development Services and Tétris platform in Italy, in coordination with the processes and respective functions within EMEA. This is a senior leadership position: the successful candidate will define procurement and cost management strategy, own commercial governance across the project lifecycle—from feasibility and cost planning through tendering, contract award, cost control and final account—and build and lead a team of Procurement, Cost and Tender Managers. The role partners closely with Business Development, Sales, Construction Management, Legal and Finance, and acts as the senior commercial point of contact for clients, contractors and suppliers on the most complex and highest-value assignments.
Key Responsibilities

- Strategy, Leadership and Governance Define and continuously improve the procurement and cost management strategy, policies and standard methodologies for Italy and EMEA, aligning them with JLL/Tétris global governance and client expectations. Build, lead, coach and develop a team of Procurement Managers, Cost Managers and Tender Managers, setting objectives, allocating resources across the project portfolio and ensuring consistent quality and technical standards. Own the governance framework for approvals, delegation of authority and audit readiness on procurement and cost decisions, ensuring full compliance with JLL policy, client contractual requirements and applicable regulations. Report portfolio-level procurement and cost performance, risks and opportunities to senior leadership, providing data-driven insight to support business decisions.
- Procurement and Tendering Oversee the end-to-end tender process across the portfolio, defining timelines, tendering strategy and evaluation criteria for each assignment. Coordinate the collection of all information required for bid participation, working closely with Business Developers, Sales Managers, Construction Managers, clients and suppliers. Confirm tender strategy and positioning with senior stakeholders, ensuring endorsement ahead of submission. Develop, verify and challenge quantities, pricing assumptions and supplier proposals to ensure competitiveness and technical soundness. Ensure all deadlines are met and that submitted bids meet the highest quality standard, keeping the wider team updated on progress and outcomes. Develop and maintain a qualified supply chain across geographies, negotiating framework agreements and driving continuous improvement in supplier performance, pricing and reliability.
- Cost Management Lead cost planning and budgeting across all project phases, from early feasibility estimates and benchmarking through detailed cost plans at each design stage. Establish and monitor cost control processes throughout project delivery, tracking commitments, forecasts and variances against approved budgets and flagging exposure early. Oversee valuation, payment certification and cash-flow forecasting for works in progress, ensuring accuracy and timely processing. Manage contractual cost matters including variations, claims, disputes and final account agreement, working with Legal and Construction Management to protect JLL's and clients' commercial position. Build and maintain cost benchmarking databases and market intelligence (materials, labour, subcontractor rates) to support accurate estimating and client advisory. Provide clients with clear, timely cost reporting and advisory throughout the asset lifecycle—development, fit-out and refurbishment—supporting informed investment decisions.
- Stakeholder and Client Relationship Management Act as senior commercial interface for key clients and corporate accounts, building trusted relationships and identifying opportunities to expand JLL/Tétris' scope of services. Represent procurement and cost management in client pitches, proposals and governance meetings
