#### Org. Setting and ReportingThis position is located in the Strategic Multimodal Movement Operations Centre (SMMOC) within the Integrated Movement Service (IMS), Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS). The position is based in Brindisi, Italy. The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, Offices Away from Headquarters, peace operations, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre and the Enabling and Outreach Service. The Logistics Division (LD) performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The LD provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport including unmanned/remotely piloted aviation, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Integrated Movement Service (IMS) provides unified strategic oversight of multimodal movement operations. It comprises the Strategic Multimodal Movement Operations Centre (SMMOC) in Brindisi, Movement Control and Delivery Planning capacity in New York, and Forward Support Deployment Hub in Entebbe, to provide seamless service to all UN secretariat entities. As a single coordination entity, IMS delivers an integrated end-to-end approach that aligns multimodal transportation activities and enhances operational efficiency. The incumbent of the post will report to the Chief SMMOC or designated official.#### ResponsibilitiesWithin delegated authority, the Movement Control Officer will be responsible for the following duties:
• Prepares cost estimates for mandate periods for budget and planning purposes.
• Prepares requisitions or Letters of Assist for transport operations, ensuring that requirements and specifications are accurate and complete, and obtain funds availability certification.
• Develops Scope of Work (SOWs) to accurately reflect transportation requirements, taking all aspects of the end-to-end movement into account.
• Ensures bid document prepared by the Procurement Division (PD) conforms with operational requirements, and attends bid opening when necessary.
• Reviews bid responses and conducts operational and technical evaluation and analysis of the bids (including any alternate options proposed by bidders) to ensure that offers meet technical requirements and operational needs. Ensures vendor documentation is correct. Prepares bid evaluation to be forwarded to PD.
• Participates in technical field missions as required; advises on all matters pertaining to the planning, budgeting and monitoring (including safety) of the provision of transportation resources to field missions.
• Assists in the development of transportation administrative, logistics and technical support policy objectives to effectively service components.
• Participates in planning the use of transportation requirements to achieve pre-determined outcomes using cost-effective and efficient methods to deliver services.
• Assists in reviewing and controlling all expenditures from the approved transportation budgets to ensure that the respective transport requirements are met within allocated funds.
• Assists in preparing transportation annual budgets.
• Supervises staff to obtain maximum productivity.
• Implements and manages the sea, air or surface transportation of equipment of countries contributing contingencies and United Nations owned equipment to and from the United Nations peacekeeping missions and other DOS clients. Within operating parameters established through coordination with Department of Peace Operations (DPO) and other involved participants, assesses and identifies the most cost effective and operationally efficient plan for each transport requirement.
• Coordinates transportation of peacekeeping personnel to and from field missions by most cost-effective and efficient contracts in terms of safety and timeliness.
• Finalizes the plan by liaison, negotiation and coordination with the clients, the relevant Permanent Mission and directly with the National Government where necessary prior to implementation.
• Resolves any conflicts between these organizations. Analyzes and confirms that rotation/deployment plans are in compliance with the Guidelines for Governments Contributing Troops to UN Missions and with the field missions' operational needs.
