Job purpose: The Telecoms Preparedness & Capacity Development Consultant will support the Logistics and Telecommunications Cluster (LTC) in strengthening emergency telecommunications preparedness and capacity building. This role involves designing, delivering, and overseeing initiatives focused on response readiness and developing the LTC Telecoms service offer for local responders, humanitarian communities, and governments. The consultant will update technical tools and guidance materials, develop position papers on emerging technologies, and lead the rollout of preparedness and capacity building initiatives for country operations and partners. A key responsibility includes developing training packages for telecoms in fragile contexts and steering learning management system development, ensuring operational realities and technical standards are integrated into all activities.



Responsibilities:
The World Food Programme (WFP) is seeking a Telecoms Preparedness & Capacity Development Consultant to support the Logistics and Telecommunications Cluster (LTC) Telecoms Area. This role involves designing, delivering, and overseeing preparedness initiatives and capacity development for emergency telecommunications. The consultant will liaise with various WFP offices and external partners to ensure coordinated planning and implementation of activities, including workshops and consultations.

Key responsibilities
include developing the LTC Telecoms service offer for local responders, humanitarian communities, and governments, and updating technical tools and guidance materials for field-based assessments. The consultant will also develop position papers on early warning systems and AI, and design and roll out preparedness and capacity‑building initiatives for country operations and LTC partners, with a focus on regions like Southeast Asia and Southern Africa. Additionally, they will lead the development of training packages for telecoms in fragile contexts and oversee the creation of lessons learned and knowledge products. This position requires strong project management, coordination, and communication skills, with a good understanding of humanitarian preparedness and emergency response. Experience with WFP, UN systems, or humanitarian clusters is desirable. The role involves remote work with frequent travel.



Education:
An advanced university degree in a relevant field such as disaster management, development studies, international relations, business, humanitarian affairs, or telecommunications is required. Previous experience with the ETC is highly desirable.

Work

experience:
Requires a minimum of 5 years of relevant professional experience. This experience should be in project management, learning and capacity development. Special consideration is given to experience in Telecommunications, ICT emergency preparedness, logistics, or common services.
