Global Technical Operations & Supply
Global Technical Operations & Supply (Global TechOp&S) is Chiesi’s global manufacturing and supply area, responsible for ensuring consistent, outstanding quality, service and value across our end‑to‑end supply chain. Global TechOp&S oversees the entire lifecycle of the drug: from process optimization and industrialization, to manufacturing, engineering, quality oversight, and supply chain management. Throughout this journey, Operational Excellence drives continuous improvement. This end‑to‑end model is powered by our four manufacturing sites - Parma (IT), Blois (FR), Santana de Parnaíba (BR), and Nerviano (IT) - together with our Virtual Plant network of external partners.
This is what you will do
The Training & Competence Specialist is responsible for developing, implementing and continuously improving the Site HSE Training & Competence Program while supporting the implementation and governance of the Site HSE Management System.
The role ensures that employees, contractors and visitors receive the appropriate HSE training according to their roles and responsibilities and that HSE procedures, standards and documentation are effectively developed, maintained and deployed across the site.
During the site start‑up phase, the position will also be responsible for coordinating the implementation of the HSE Management System. As the organization evolves, responsibilities will be periodically reviewed to ensure alignment with the site's operational maturity and business needs.
Support the implementation of the site's Major Accident Prevention Policy (MAPP) and Safety Management System (SMS) by ensuring that all personnel, contractors and relevant stakeholders receive appropriate Seveso‑related training and maintain the required competencies.
The position reports to the Head of HSE.
You will be responsible for
Training & Competence Management
Develop and maintain the Site HSE Training Matrix.
Define HSE competency requirements for all site roles.
Coordinate mandatory HSE training programs in compliance with legal and corporate requirements.
Manage contractor HSE induction and qualification processes.
Support onboarding activities for new employees and external personnel.
Coordinate emergency response training and drills.
Promote HSE awareness campaigns and behavioural safety initiatives.
Learning Management System
Manage the HSE Learning Management System.
Maintain training records and competency documentation.
Monitor training completion, compliance and effectiveness through KPIs.
Coordinate periodic refresher training.
Support the development of digital and e‑learning training solutions.
HSE Management System
Develop, implement and maintain the Site HSE Management System.
Draft, review and periodically update HSE procedures, standards, guidelines and work instructions.
Coordinate document lifecycle management within the corporate document management platform (e.g. Veeva).
Ensure HSE documentation complies with Corporate Standards, GMP expectations and applicable legislation.
Promote standardization of HSE processes across the site.
Support implementation of HSE digital workflows and document approval processes.
Major Accident Prevention & Seveso Competence
Develop and maintain the Seveso training and competency programme in accordance with applicable legislation and corporate standards.
Coordinate training related to Major Accident Prevention Policy (MAPP), Safety Management System (SMS) and Emergency Response.
Ensure personnel involved in safety-critical activities maintain the required competencies.
Support emergency exercises and drills related to Major Accident scenarios.
Collaborate with the Process Safety & Seveso Specialist to ensure training programmes reflect current hazards, risk assessments and operational changes.
Governance & Assurance
Support implementation and continuous improvement of ISO14001 and ISO45001 management systems.
Support internal, corporate and external audits.
Coordinate HSE Management Review inputs related to training and management systems.
Monitor corrective and preventive actions related to management system findings.Develop and monitor HSE Training and Management System KPIs.
