Senior Oracle Cloud Program Manager to lead complex, multi-year Oracle Cloud programs for the public sector, driving delivery excellence and customer value. You will coordinate cross-functional teams, partner with executives, and translate client needs into a scalable services strategy within IBM's Government Delivery. The role combines strategic leadership with hands-on program management to maximize margins, timelines, and quality. This opportunity lets you shape public sector cloud journeys at scale while collaborating with a global team and IBM's partners.

- Direct multi-year client engagements and manage delivery of public sector projects within scope, time, budget, and quality
- Lead multiple project work streams, coordinating with project managers, account managers, and delivery leadership
- Develop and integrate project deliverables and write clear statements of work
- Identify and pursue profitable add-on opportunities within existing client bases and support presales and pursuit activities
- Build strong client relationships at senior levels and navigate executive steering committees
- Establish best practices for public sector and K12 delivery and expand IBM Service Lines within clients
- Orchestrate delivery-led growth and client advocacy through forums and partnerships
- Maintain long-term relationships post-project and ensure client satisfaction through proactive risk and change management
- Function as a solution expert, aligning Oracle Cloud capabilities with client business goals
- Represent IBM delivery methodology in client pursuits and industry forums
- Minimum 15 years of consulting experience or equivalent, with at least 6 years in managing projects/programs at consulting firms serving public sector clients
- Experience with ERP and HCM SaaS applications, preferably Oracle Cloud
- Background as architect/solutions specialist, business development manager, or project manager
- Track record of developing new add-on, profitable business
- Strong communication and relationship-building skills across client organizations
- Collaborative team player capable of working in a fast-paced IBM environment with diverse groups
- Attention to detail and problem-solving mindset
- Deep knowledge of public sector organizations, processes, challenges, and technologies
- Active participation in professional associations or industry roundtables
