Role Overview:


The Infrastructure Project Manager, EMEA is responsible for managing the delivery of CloudHQ’s utility infrastructure across multiple hyperscale data center projects in the region. This role plays a critical part in ensuring that all infrastructure meets the highest standards of reliability, efficiency, and scalability.


The ideal candidate will have a strong background in managing complex utility projects, utility infrastructure coordination, as well as experience working with cross-functional project and operations teams in a fast-paced, global environment.


Key Responsibilities:



  • Establish project leadership for infrastructure projects, build and leverage partnerships with internal teams (development, construction, operations, finance, legal) and external stakeholders (consultants, authorities having jurisdiction, utilities providers, project partners, contractors)
  • Coordinate with and support (from a delivery perspective) CloudHQ’s EMEA Energy Lead in negotiations with utilities and grid operators to secure power capacity and manage interconnection processes.
  • Liaise closely with EMEA Power Systems Engineer to ensure a coordinated approach to delivering power solutions across the region.
  • Lead project governance, reporting and approvals processes.
  • Ensure clear communication of project status, risks and identify where key decisions can be made or escalation to executive leadership is required.
  • Lead projects from early-stage feasibility through construction to delivery of all CloudHQ’s utility Infrastructure across EMEA.
  • Define and manage scope, budget, programme, and development strategy.
  • Support Test-fit feasibility in respect of utility infrastructure requirements, planning and zoning constraints.
  • Support power, water, fibre and water infrastructure availability.
  • Confirm alignment with project business cases and manage internal investment approvals.
  • Subsequently, with technical teams, lead the development of concepts, basis of design, and detailed design packages for utility infrastructure (Substations, cable interconnections)
  • Manage and coordinate multi-disciplinary consultants (architects, engineers, planners, project & cost management consultants);
  • With consultant support develop and manage project budgets and ensure cash flow alignment
  • Coordination and management of internal and external resources, and driving results in:
  • Change management
  • Procurement, confirming strategies, scope definitions and ensure Employer’s Requirements are complied with;
  • Proactive management of market conditions and ensuring an agile approach to adaption (supply chain, contractor availability, utilities constraints);
  • Goal alignment/Stakeholder management;
  • Risk identification and ensuring appropriate mitigation measures are in place;
  • Establish reporting protocols on scope and schedule as required, ensuring effective reporting to senior leadership;
  • Ensure establishment of a robust and detailed project programme that can be used to negotiate
  • Ensure delivery awareness, applying practical understandings of construction sequencing and logistics, commissioning and integration of systems to be able to handover to operational teams
  • Ensure projects are fully prepared for construction
  • Ensuring compliance with Environmental, Health & Safety (EHS) regulations, and requirements. Help promote a safe working environment for all team members, colleagues, contractors, and customers.
