Organizational Setting

The FAO Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s efforts to achieve food security for all in the Asia-Pacific region. FAO’s three main goals are: the eradication of hunger, food insecurity and malnutrition; the elimination of poverty and the driving forward of economic and social progress for all; and, the sustainable management and utilization of natural resources, including land, water, air, climate and genetic resources for the benefit of present and future generations.
Under the Corporate Initiative Taskforce on Scaling up Members’ access to environment and climate finance, RAP supports FAO Member Countries to strategize and develop proposals to access finance, including but not limited to the Global Environment Fund (GEF), and the Green Climate Fund (GCF) and the Adaptation Fund, and to achieve their climate ambitions in the agriculture and land-use sectors. As part of this work, FAO with the support of six countries from Southeast Asia, has developed the first multi-country GCF Readiness project for the Asia region. FAO is also implementing a complimentary Technical Cooperation Project on “Strengthening capacity of policy makers to mobilize investment for resilient and low emission agrifood systems in Asia under Article 6 of the UNFCCC Paris Agreement”.
The three-year readiness project is entitled “Agriculture Sector Readiness for enhanced climate finance and implementation of Koronivia Joint Work on Agriculture priorities in Southeast Asia”. The countries included under this collaborative project are: Cambodia, Lao PDR, Malaysia, Philippines, Thailand and Vietnam. The project will be implemented in close coordination with the respective Nationally Designated Authority (NDAs) and the Ministries of Agriculture through the ASEAN Climate Resilience Network focal points of each participating. This regional project will build capacity to access climate finance for the agriculture sector and create opportunities to scale promising models at national and regional levels. The project countries will also share experiences and co-create proposals for sector specific climate action at the regional level with public and private sector climate and agriculture finance experts. Investment plans will focus on facilitating farmer’s access to capacity to access capacity, resources and finance to address climate change risks. 
Under Outcome 2.1 of the project, national participatory, agriculture and climate foresight and climate smart options assessments to haracterize the agriculture sector ’s climate change risks and opportunities in consultation with government agencies, civil society organizations, women’s groups, and private sector actors.
To support the implementation of these project activities, FAO is seeking a motivated, dynamic consultant to serve as a Climate Foresight and Scenarios Development Expert. The consultant will also contribute to the development of related ouputs under the regional Technical Cooperation Programme (TCP) project on decarbonization pathways including specific mitigation actions for agrifood systems developed to inform Long-Term Strategies (LTS) and Article 6 planning activities.The position will be home-based with occasional travel to the six participating countries.

Reporting Lines

The incumbent would work under the technical supervision of the FAO Lead Technical Officer (LTO). S/he will report primarily to the project Regional Coordinator and International Agriculture and Climate Change Specialist and the overall administrative supervision of the FAO Regional Office for Asia and the Pacific, FAO Representatives in participating countries, the FAO-GCF Coordination Unit and in close collaboration with the dedicated project staff and operational partners at the regional and country level.

Tasks and responsibilities

The consultant is expected to assist the Climate Foresight and Scenarios Development Specialist in analysing climate-related risks and opportunities in the agriculture sector, involving various stakeholders like government agencies, civil society, women's groups, and the private sector in a tailored foresight planning process by undertaking the following specific tasks:

• Support the preparation of national participatory, agriculture and climate foresight and climate-smart options assessments for three participating countries to characterize the agriculture sector’s climate change risks and opportunities, in consultation with government agencies, civil society organizations, women’s groups, and private sector actors.). This task will include:

1.1 Finalisation of the climate foresight planning brief.
1.2 Curriculum Development.
1.2.1 Designing a detailed training of trainers (ToT) curriculum that covers key climate foresight planning concepts, methodologies, and tools.
1.2.2 Developing training materials, including handouts, presentations, and case studies.
1.3. Trainer/facilitator Selection and Preparation:
1.3.1 identifying and selecting a pool of potential trainers (focal points in each country at least 2).
1.3.2 Conducting a briefing session for trainers to familiarize them with the curriculum and training approach.
1.3.3 Evaluating the effectiveness of the ToT program and making necessary adjustments for future integration to the deliverables, 
1.3.4 Providing ongoing support and resources to national focal points/facilitators.

• Assist with the organization and implementation of Foresight Workshops, as well as the related reports: Workshop Report and Climate Smart Assessment Report.

• In collaboration with the Climate Foresight and Scenarios Development Specialist, develop the following parts of the Regional Multi-Stakeholder Consultation Report:

1.1 Conduct a multi-stakeholders influence mapping for each country and at the ASEAN level
1.2 Produce a brief- radar figure of key stakeholders and emerging ones
1.3 Developing training materials foresight exercise.
1.4 Drafting and finalizing the report.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in climate change, land use management, agricultural economics, development economics, project management and business administration, or a related topic.
• At least five years of relevant experience in policy advice and analysis relating to foresight and scenario development to inform policy and planning exercise related to food and agriculture systems and climate change.
• Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO official languages (Arabic, Chinese, French, Russian and Spanish) (for COF.REG). In the case of PSA.SBS a working knowledge of English will be sufficient.

• Work experience in an international organization or setting on topics related to climate change and agriculture and/or natural resource management.
