Organizational Setting

The Agrifood Economics and Policy Division (ESA) conducts economic research and policy analysis to support the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. ESA provides evidence-based support to national, regional and global policy processes and initiatives related to monitoring and analysing food and agricultural policies, agribusiness and value chain development, rural transformation and poverty, food security and nutrition information and analysis, resilience, bioeconomy, and climate-smart agriculture. The division also leads the production of two FAO flagship publications: The State of Food and Agriculture (SOFA) and The State of Food Security and Nutrition in the World (SOFI). 

The State of Food and Agriculture (SOFA) is FAO’s main annual flagship publication with wide international recognition. It informs the international policy debate on major issues of significance for agricultural development and food security based on authoritative and comprehensive analysis.


Reporting Lines

The incumbent reports to the Senior Economist leading the team that coordinates and contributes to The State of Food and Agriculture (SOFA), ESA.


Technical Focus 

The incumbent will conduct data analyses, prepare background papers, as well as provide drafting and advisory services in the technical area of trends in landholdings size and productivity, including small scale production. The objective is to identify policy implications for inclusive and sustainable agrifood systems transformation. This work will support the production of The State of Food and Agriculture SOFA edition focusing on land tenure and governance for inclusive agrifood systems. 


Tasks and responsibilities

• Prepare a technical background paper on global trends on landholdings and their productivity, their linkages to land tenure security and governance (with a spatial perspective, where possible) and implications for policies to drive inclusive and sustainable agrifood systems transformation. The background paper will also discuss the opportunities and challenges related to the use of Earth Observation (EO) for the management of land tenure and assess policies and institutions that can improve land tenure security and governance to achieve the SGDs
• Provide technical inputs on public policies targeted towards challenges faced by smallholders and the role they play in inclusive agrifoods systems transformation. 
• Conduct data analyses on trends in farm size over time by region and income group to understand macro trends in consolidation, fragmentation, and extensification of landholdings. 
• Support the SOFA team on preparation of literature review and writing for the SOFA edition. 
• Provide technical and conceptual input for activities to support the development of the SOFA , including policy advisory services.
• Perform any other duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in economics, agricultural economics, development economics or related fields, and an advanced degree in these fields
• Minimum relevant experience in economic and quantitative analysis of food and agricultural issues related to land ownership, distribution, tenure and agrifood systems transformation: 
-For Consultant/PSA level A: at least 12 years for Consultant, or 15 years for PSA 
-For Consultant/PSA level B at least 5 years
• Working knowledge (level C) of English and limited knowledge (level B) of French, Spanish, Arabic, Chinese or Russian.

Technical/Functional Skills 

• Knowledge of publication quality English with proven publication record 
• Extent and relevance of experience in economic/econometric analysis of land ownership, tenure, distribution and/or governance related to rural and agrifood systems transformation.
• Ability to analyze and present big amounts of data and information in concise and structured manner, preferably in peer reviewed publications and high-level policy relevant reports.
• Extent and relevance of experience in providing policy advice to governments on agricultural and rural development.
• Understanding of FAO procedures, specifically related to the production of FAO flagship publications, will be considered a strong asset.
• Demonstrated ability to formulate, draft and finalize clear technical and policy documents, guidelines, manuals and reports, in English.
• Demonstrated ability to work in multi-cultural and geographically dispersed teams, including through remote work.
