Summary

This position is located in the Commander, Navy Region Europe, Africa and Central (COMNAVEURAFCENT) Fleet and Family Readiness (F&FR, N9) organization and serves as the principal advisor for issues associated with the Fleet Readiness Program (N92). Incumbent is responsible for the planning, programming, budgeting, development of business plans for Morale, Welfare, & Recreation (MWR), Child and Youth Programs, Galley Operations, under the cognizance of COMNAVEURAFCENT.



Duties

Program Management

  • Represents the command integrated process teams, such as the consolidation and/or alignment of services to maximize efficiencies and resources. e.g., resources, new construction, contracts, budget administration, and negotiations.
  • Develops and guides implementation of the strategic plan for Regional Fleet Readiness functions of the Fleet & Family Readiness Program and the COMNAVEURAFCENT Regional Implementation Plan
  • Employs a variety of forms of communications including oral and written briefs, training, correspondence, research papers, point papers, synopsized reports on a variety of subjects with limited direction and background that will be read by senior staff at 06 and above levels throughout the chain of command (COC).
  • Duties are executed within a broad framework of technical, administrative, financial and management processes and procedures, within which the above programs are developed and maintained, and are applicable to the region as a whole and to individual installation sites.
  • Incumbent ensures facilities are well maintained, safe, suited to the needs of the various clienteles and cost effective to operate. It shall be a prime responsibility of the Fleet Readiness RPM to establish and maintain an accident prevention program to eliminate unsafe conditions and practices.
Resource Management
  • Conducts studies to determine adequacy of present equipment and facilities and appropriate combination of food service operations, including MWR Category C, contractor, or Navy Exchange operations; develops standards, specifications, and criteria for new or revised construction projects. Coordinates, as required, to obtain personnel funds, supplies, and equipment to ensure satisfactory operation of programs.
Directly supervises one CW-04 Regional Food Service Officer, one NF-05 Child and Youth Program Administrator, one NF-05 Transient Lodging RPM, one GS-13 Deputy MWR Program Manager and one GS-13 Financial Manager. Authority is delegated to subordinate employees, holding them accountable for performance of their respective organizational units. Each subordinate division is expected to work independently to develop plans and devise the means to accomplish programmatic functions at the Regional level.
  • Employs aggressive EEO/Affirmative action initiatives to meet program, Regional and Navy EEO objectives. The PM actively carries out and communicates strong support of the command EEO program including: Affirmative Employment Plan, Federal Equal Opportunity Recruitment, Disabled Veterans, Handicap Program and all EEO committee assignments of employees. Will determine staffing requirements and direct actions to assure minorities and women are included in the pool from which selections are made. Will actively support EEO philosophies through actions taken and attitude evidenced regarding the selection, assignment, advancement, training, discipline, and special recognition of employees. Through professional management and effective supervision, institutes management practices relative to Equal Employment and upward mobility, which will stabilize employee retention and improve employee morale.
