Organizational Setting

The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies.

The Regional Office supports regional policy dialogue on food security, agriculture, and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines

The International Specialist on Sustainable Agricultural Mechanization will work under the overall direct supervision and guidance of Agriculture Officer, the Lead Technical Officer (LTO) of the projects being implemented under the Plant Protection and Production Module at FAO’s Regional Office for Asia and the Pacific.

Technical Focus 

The International Specialist on Sustainable Agricultural Mechanization will provide support in developing project-related services to support the delivery of programmes, projects, products, and services implemented in the Plant Production and Protection Module framework. The technical focus of the projects to be backstopped will be in line with crop production and crop protection, including but not limited to food security, agriculture-based livelihood, climate resilient agriculture, capacity building of the government counterpart, and farming communities’ projects.

Tasks and responsibilities

Under the overall supervision of the FAO Regional Office for Asia and the Pacific (RAP) Agriculture Officer (Plant Production) , the consultant will undertake the following duties:
•    Support the adoption and upscaling of Conservation Agriculture (CA) in RAP;
•    Contribute to the writing of key chapters that FAO RAP is responsible for the Book of CA in Asia;
•    Coordinate with the Conservation Agriculture Alliance for Asia Pacific (CAAAP) secretariat in the compilation of the Book of CA in Asia;
•    Work with the CAAAP to implement FAO’s activities for promoting CA in RAP;
•    Support the formulation of CA related project proposals at regional and country levels;
•    Support the implementation of the RAP’s project: Sustainable Agricultural Mechanization in Gender-Sensitive Food Systems Transformation in Asia (SAMGeFS);
•    Provide technical support and guidance to the prospective service provider (SP) of the project;
•    Review project progress made by the SP and provide feedback to SP;
•    Support the organization of the regional expert consultation meeting of sustainable mechanization through coordination with the SP and collaborators of the project;
•    Support the preparation of the joint publication with the collaborators based on the project results;
•    Participate in or organize meetings and workshops related to sustainable mechanization;
•    Provide inputs to mechanization-related normative work, regional programs, and field projects;
•    Contribute to the development of training manuals on good practices of agricultural mechanization in countries;
•    Provide inputs to the development of technical specifications of agriculture machines promoted in field projects;
•    Review technical documents and analyze data, as needed;
•    Other relevant tasks.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    University degree in Agriculture Engineering. Research and development experience on agricultural machinery and stainable agriculture mechanization is preferred.
•    At least five years of work experience in sustainable agricultural mechanization in rice-based farming systems; working experience in the mechanization of rice research and development program is preferred.
•    Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, or Russian.

Technical/Functional Skills 

•    Work experience in the sustainable mechanization of rice and rice-based food systems research and development programs; with a wide range of partners, including international and national organizations, government counterparts, research institutions, UN organizations, and the private sector.
•    Experience and knowledge in development work and institutional policy in the agricultural mechanization sector;
•    Knowledge associated with the development, implementation, and monitoring of international instruments and good practices and with the work of international organizations and national governments;
•    Demonstrated experience in designing, collecting and analyzing technical information and data;
•    Experience in the preparation, editing and revision of technical/scientific documents and in organizing meetings and workshops
