Overview Summary This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Support Branch, Aquatics Section, Fleet Readiness; Commander, Navy Installations Command (CNIC); US Naval Air Station Sigonella, Italy. Incumbent provides lifeguard duties and is responsible for safeguarding the lives of persons at the assigned work area; assists with aquatic training, education, and general support at the installation. Responsibilities Lifeguard duties include but are not limited to: supervising swimmers/patrons and their activities; monitoring all natural water activities; applying first aid; enforcing safety rules; reporting safety hazards to supervisor; performing water rescues as necessary. Observe conditions of the area (e.g., hazards, water/chemical conditions, wind and weather) to ensure a safe environment; remove hazardous materials when necessary (e.g., floating debris, glass). Perform rescue work, render CPR or emergency first aid, and call for medical assistance as necessary. Conduct and document pool chemical testing results; check chlorine and pH levels on a scheduled basis; notify Certified Pool Operator or supervisor of chemical imbalances; adjust chemicals as directed. General duties include administering aquatic assessment testing and certification in accordance with DoD, DON and CNIC policy; provide introductory equipment orientations as needed; check identification cards for authorized patrons and collect usage fees, if applicable. Serve as the primary liaison between the activity, security, medical departments, and Aquatics Coordinator during emergency situations. Perform cleaning duties and routine facility maintenance as assigned by the Aquatics Coordinator; inspect stands, boards, ropes, safety gear and dressing rooms to ensure compliance with environmental health standards; inform supervisor of deficiencies. Use and maintain care of emergency equipment (e.g., kits, backboards, suction devices, splints, stretchers, monitoring equipment). Enforce applicable policies and procedures of Morale, Welfare, and Recreation regarding the use of Aquatic facilities. Prepare accident/incident reports during emergency situations and notify management of all emergencies immediately. Work with hazardous materials (e.g., cleaning agents, pool chemicals). Requirements Minimum age: 16 years. Must satisfactorily complete a background investigation. Must pass a pre-employment physical examination. Work schedule is subject to change and may include early mornings, evenings, weekends, holidays and rotating shifts. Work includes extended hours of sitting and standing; must be able to lift and carry objects up to 50 lbs independently and over 50 lbs with assistance. Physical demands may be beyond normal during rescue. Work is performed in indoor or outdoor aquatics facilities; may be exposed to sunburn and eye irritation due to chlorinated water. CIVILIAN CANDIDATES MUST POSSESS: No-Fee Passport (containing VISA and Statement), Sponsor’s Permanent Change of Station (PCS) Orders to Sigonella, or Command-Sponsorship authorization, and Sojourner’s Permit/Application Letter. ACTIVE DUTY CANDIDATES MUST POSSESS: Military Orders to Sigonella and Command’s written authorization. Qualifications This position has promotion potential. If qualified at the entry level, incumbent may be non-competitively promoted to the target level upon meeting the qualification requirements and at management's discretion. Entry Level Qualifications (Recreation Aid - Lifeguard): 6 months of general experience or 1 year of education above high school Lifeguard Training Certification CPR for the Professional Rescuer and Healthcare Providers First Aid and AED Certification Blood Borne Pathogens General experience is any type of work that demonstrates the ability to perform the work of this position. At the entry level, qualified candidates will be evaluated with the following KSA’s: Knowledge of cash handling procedures Ability to exercise control over a large group of people Ability to communicate effectively in English both orally and in writing Target Level Qualifications (Recreation Assistant - Lifeguard): In addition to the entry certificates, candidates’ experience must show 6 months of general experience and 6 months of specialized experience or 2 years of education above high school with at least 12 semester hours in recreation-related courses. Specialized experience is experience at the NF-01 level or equivalent related to this work. At the target level, evaluation includes the following KSAs: Knowledge of pool safety rules Knowledge of DoD, DON and CNIC policies Knowledge of MWR policies for aquatic facilities Knowledge of cash handling procedures Ability to instruct on water safety and facility rules and enforce them Ability to conduct routine safety inspections of the facility and pool area Knowledge of and ability to conduct pool chemical testing, document results, and adjust imbalances as directed Ability to exercise control over a large group of people Ability to communicate effectively in English both orally and in writing Additional information Executive Order 12564 requires a Federal workplace free of illegal drugs.
