NOTE: This is a trainee position target UA-01.
Position may be filled either at the UA-02 or UA-01 grade level.
If position is filled at the UA-02 grade level incumbent may be promoted non-competitively to the next higher grade upon completion of necessary training and after he/she has met the necessary qualification requirements, quality of experience and upon recommendation of the supervisor.

Assists in pre-award and post award functions including preparation and review of Government estimates, solicitations, price/cost analysis, negotiations, award and administration related to services, supplies, repair and maintenance of real property/fixed assets of assigned organizations/activities, and contract closeouts.
Assist the Contracting Officer with completion of complex and completes less complex assignments concerning pre-award phases of procurement actions.
Reviews requests for the procurement, analysis requirements, recommends revision to the statement of work or specifications as necessary and prepares reviews or assists in review of detailed Government estimates of ultimate cost.
From the statement of work, designs and prepares solicitation documents tailored to fit local facility.
Solicitations include provisions such as cost escalation factors and technical provisions.
Solicits proposals and quotations from prospective contractors.
Reviews aspects of all pre-award prior to in-depth review by Contracting Officer.
Assists in conducting peer reviews for other Contracting Officers and Contract Specialists within the organization.
Performs the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt to award of contract.
Contracts range from firm fixed-price contracts, with well-defined and well-precedence requirements, to the more complex labor hour and time and material contracts requiring specialized provisions, frequent price changes, urgent delivery requirements and a limited number of suppliers.
The preceding provisions would typically be found in contracts for specialized support services, fixed price contracts with special provisions for parts reimbursement and maintenance of vehicles for complex services.
Upon receipt of requisition, assists in determining and recommending the appropriate method of acquisition, and the proper type of contract, e.g.
firm fixed-price, labor hour, time and materials.
Together with the Contracting Officer, serves as negotiator for the Government for basic contracts and modifications.
Negotiates without assistance in less complex contract situations where all parties are generally cooperative.
Negotiations may vary in time, from a few hours to days, depending on the number of rates in the particular contract.
Incumbent performs cost and price analysis which includes in addition to the rates, comparison of labor categories by grade and number of workers, equipment usage, and nonproductive time and hourly production.
Conducts pre-award surveys to establish contractor's responsibility.
Performs contract administration functions, negotiation of contract modifications, execution of termination actions, etc.
On assigned contracts, administers contract until final delivery and payments are completed and contract is closed and retired.
Assures compliance with all contractual provisions and terms and monitors all aspects of contractor performance.
For assigned contracts, performs research, and prepares litigation reports on contractor claims to furnish information in defense of US position.
Recommends appropriate action against contractors in cases of unjustifiable delinquency or contract deviations.
Closes out contracts, prepares termination notices and case files, and reviews settlement proposals providing recommendations for action to the Contracting Officer.
Following receipt of final offer, assists in the performance of or performs further analysis to ensure labor categories structure, non-productive time, production per hour, etc., for each rate conforms to negotiated agreement.
Assists in preparing or prepares pricing report to establish final overall cost estimate.
Prepares contracts and files for review, and award by the Contracting Officer.
Prepares Army position for negotiation after coordination with legal, technical, and functional personnel, performs cost or price analysis as necessary prior to award, prepares as necessary award documentation and, when necessary, makes preparations to source selection authorities and/or contract review boards.
Responds to protests from bidders or offers; develops the Government rationale to be considered by the General Accounting Office, Court of Federal Claims, or other sanctioned protest forums as prescribed by all levels of Policy in resolving protests.
Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
MINIMUM EDUCATION REQUIREMENT: Applicants must have a Diploma di Laurea triennale, in any field.
NOTE: The minimum education requirement listed above applies only to individuals entering 1102 positions on or after 1 October 2000.
Current employees, who occupied 1102 positions before 30 September 2000, are exempt from meeting this requirement.
In addition to the minimum education requirement applicants must have: EXPERIENCE: In order to qualify for the UA-02 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-03 grade level.
In order to qualify for the UA-01 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the U-02 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the "General Schedule Qualification Standards" published by U.S Office of Personnel Management.
