Duties CYP consists of Child Development Centers (CDC), the Child Development Home (CDH) program, School-Age Care (SAC), Youth Programs, Community Outreach and other programs for ages, birth to 18.
The CYP has a vital impact on morale, and thus the retention and productivity of military and civilian personnel.
This work is considered mission essential.
This position requires frequent contact, collaboration with and advisement to multiple levels: CNIC/Region CYP Teams, Installation TCs, Installation Program Managers, as well as, briefing installation leadership.
Duties include but are not limited to: Coordinates with Installation Child and Youth Program (ICYP) Director/Oversight, program managers, and trainers to design and implement the annual CYP program plan based on trends and analysis to include: training goals and objectives, plan to meet installation needs, curriculum framework that encompasses the social, emotional, physical, and cognitive development of children/youth.
Ascertains specific needs for professional development and makes recommendations on the objective and scope of annual training topics.
Develops, revises, and/or adapts professional development curriculum to suit individual installation child/youth changing needs.
Evaluates conducted trainings and training materials.
Recommends suggested changes and improvements.
Analyzes results of inspections, reviews, and rating scales.
Interprets the results in terms of program strengths and weaknesses, and works with installation and region management personnel to implement corrective action plans.
Coordinates and conducts region wide training for installation subject matter experts based on trends and analysis.
Applies professional knowledge to develop training materials, handbooks and operational guidance for use throughout the region.
Designs and prepares educational/job aids and materials.
Ensures event materials are formatted to align with N926 brand and standardized style guide for each delivery modality (e.g., classroom, virtual synchronous and asynchronous).
Provides extensive technical assistance both electronically and on-site to ensure quality of programs meet or exceed national standards.
Maintains knowledge of professional and organizational development concepts and evaluative and analytical processes for use in program improvement and implementation.
Prepares information papers, reports, surveys, and briefings as required.
Functions as project officer for designated CYP training initiatives.
Utilizes strong oral and written communications skills to prepare briefs, develop and deliver presentations, to both internal and external audiences including flag level positions within the Navy.
Keeps abreast of current trends and research in program areas through attending professional training opportunities, and professional journal readings.
Collaborates in strategic planning, career development, and performance improvement efforts for CYP Professional Development (N926).
Develops and tracks regional professional development budget to include Foundational and Annual/On-Going learning event costs, resource and professional supplies, equipment and materials.
Prepares justification for funding of program resource requirements as needed.
Participates in the selection process of new Installation Training Curriculum Specialist.
Serves on installation Inclusions Action Teams and offers guidance and follow up on inclusion support plans.
Collaborates with stakeholders to support and equip programs to provide the accommodations, including conducting environmental observations (when needed), planning environmental modifications, and developing strategies of support for CYP Professionals.
Serves as subject matter expert for installation CYP leadership teams for all programming aspects of CYP to include the web-based tools (i.e.
- Virtual Learning School, My Teaching Strategies, etc.)
Serves as a technical advisor on CYP training and professional matters.
The study of a variety of agencies and applications may be required in the development and selection of an approach to solve a problem; serve or lead teams in dealing with complex issues involving substantial governmental resources and which may require extensive changes in procedures.
Requirements Conditions of Employment Must pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.
Must successfully obtain and maintain appropriate security clearance as needed.
Ability to complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs.
Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
Must possess a valid state driver's license.
Must be a US Citizen.

A qualified candidate possesses the following: Four or more years(s) of specialized experience in program analysis, professional development, and organizational improvement as it relates to child and youth programs.
Knowledge of the full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate).
Knowledge of traditional and modern job training methods and techniques.
Knowledge of adult learning and ability to apply that knowledge when editing learning materials.
Knowledge of concepts of program management, requirement determination, policy development, evaluative and analytical processes, and program implementation.
Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, particularly as it relates to Child and Youth Programs.
Knowledge and understanding of DON/DoD philosophy, goals, vision, policy and programs relating to child and youth issues of military members.
This includes processes required to develop, evaluate, and defend programs to higher levels in DON, DoD, and Congress.
Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex training processes and systems, which have impact on CNIC/Navy/CYP program goals and objectives.
Knowledge of research methods, public relations, graphics, web site design, proof reading and editing, and document production and publication layout.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
Skill in developing, organizing, and conducting executive studies through team efforts.
Advanced organizational skills with the ability to handle multiple assignments.
Skill in project management, including planning, implementing, tracking, and reporting progress on project goals and activities, as well as managing risks and adapting plans to address unexpected events.
Ability to use feedback and measurement to improve products and services and to represent a customer-oriented brand in all communications and written products.
Ability to communicate effectively both orally and in writing, using communication and interpersonal skills to form strategic partnerships and support dissemination of learning materials.
Ability to function effectively as a team member with strong interpersonal skills, including the ability to maintain collaborative partnerships.
Ability to work on multiple projects concurrently, ensuring deliverables are completed on time, are of the highest quality, and enhance the reputation of Navy CYP.
Ability to establish and adapt project priorities, specify and track milestones for work accomplishments, request assistance when needed, and overcome obstacles to project completion.
Ability to formulate opinions, articulate positions, negotiate, resolve conflict, manage time and work, accomplish personal goals and objectives as well as contribute to team goals and objectives, and apply positive and effective customer service behavior with all internal and external customers.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
Ability to work harmoniously with all levels of personnel inside and outside the Navy.
Education This series does not have a positive education requirement.

Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment (under Article 15 or chapter 47 of Title 10, U.S.C)) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense.
Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
