External and Corporate Relations Vice-Presidency (ECR)

The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group’s role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank’s Regions and Global Practices and leads the management of reputation risk.

ECR Europe manages relationships with key stakeholders, including government counterparts, parliament, civil society, private sector, media, academia and international organizations in the traditional European development partner and donor countries. As part of the World Bank’s External and Corporate Relations function in Europe, the World Bank's Rome Office (the Rome Office) is responsible for leading the dialogue between the WBG and constituencies in Southern European donor countries (Italy, Spain, Greece, Portugal, Cyprus). The Rome Office supports the WBG's operational work in Southern Mediterranean countries and leads the dialogue with the Rome-based UN organizations (FAO, IFAD, WFP) and the Holy See. The Rome Special Representative reports to the Special Representative to Europe, based in Paris.

In addition to the ECR team, the WBG Rome office includes:

- DEC, which is currently expanding its research capacity and partnership in Rome, which also includes the Rome Center for Development Data (C4D2), established in 2015 (including a 50x2030 Initiative team) to improve survey data systems in SSA and MENA on agriculture and food security, in collaboration with FAO and IFAD, as well as Italian institutions like the national statistical office (ISTAT).
- Social Protection and Jobs team whose work identifies best practices and solutions to create better jobs and improve labor market outcomes, especially for low-income households and excluded groups; and
- Sustainable Development team tasked with coordinating operational collaboration with Rome-based UN Agencies (FAO, IFAD, WFP) at a technical level.

**Responsibilities**:
The Special Representative will:

- Lead the World Bank’s engagement with key stakeholders in Italy, Spain, Portugal, Greece and Cyprus, including government officials, parliamentarians, NGOs, media, the private sector, academia and think-tanks.
- Represent the WBG on a broad range of issues including discussions that may be complex, politically sensitive. Regularly address shareholders and a variety of audiences in the above countries on WBG business and development topics in meetings and external speaking engagements.
- Head the Rome office, consisting of several different WBG units, and be the liaison with Italian government counterparts as representative of the WBG, on all corporate issues, including negotiations and processes related to legal agreements, such as the WB presence in Rome and the office space.
- Build robust partnerships with international food and agriculture organizations based in Rome (FAO, WFP and IFAD), in close coordination with the Sustainable Development Practice Group and the team overseeing UN Affairs.
- Manage the relationship with the Vatican, build collaboration around topics of mutual priority, through consultations, advocacy and outreach events as well as partnership on the ground in client countries, working in close coordination with the civil society team.
- Coordinate high-level missions by WBG Senior Management to Southern Europe, in close coordination with ECREU and relevant HQ-based WBG units.
- Write briefing notes on major issues and events in Southern Europe that are of significance to the WBG including trends in public opinion.
- Analyze, report and brief WBG Management on major political economic issues, both proactively and on demand, to enhance their interaction with Southern European constituencies and the overall effectiveness of the WBG's partnership with Southern European countries.
