The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an experienced Occupational Safety Consultant to lead occupational safety, fire prevention, and environmental health programs across our Eyman complex. In this vital role, you’ll conduct safety inspections, investigate incidents, and ensure compliance with the Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), and Environmental Protection Agency (EPA) standards. Job Duties
Conduct scheduled inspections and safety tours in all staff, inmate, and visitor areas for safety and/or fire-related concerns/issues
Conducts and participates in training and Safety Committee meetings as needed or required
Provides oversight of Safety Data Sheet (SDS) management
Conducts inspections as indicated, all site structures as indicated in a report, and works with the sites on detailed corrective actions recommended for code/standards compliance
Conducts follow‑up inspection and reports on corrective actions taken and completed
Helps site with compliance schedules
Inspects and ensures fire alarm devices and fire suppression equipment are maintained in operating conditions, recording when such equipment was last inspected, tested, repaired, replaced, or is currently defective and not fully or partially functional
Investigate all accidents/injuries involving staff, inmates, and visitors, writing a report to site management and FLS Administrator recommending corrective action, detail any specific citations relating to any Fire Marshal, Local jurisdictional fire department, Occupational Safety and Health Administration (OSHA), fire, Environmental Protection Act (EPA), or local jurisdictions
Notes corrective actions recommendations and how future incidents can be avoided
Oversee and coordinate Institutional compliance with the Environmental laws, rules, and regulations within the parameters/scope of the ADCRR Environmental Management System (EMS), and help maintain the environmental aspects matrix therein
Work with responsible staff to identify environmental issues, coordinate, and ensure timely submission of required environmental submittals to the appropriate regulatory agencies
Work with the Safety and Loss Prevention Administrator to provide response to regulatory issues when they arise
Maintains OSHA 501 General Industry certification, provides related training to affected staff, inmates, and contractors using OSHA General Industry 10, 30, and 40‑hour training courses based on a need for safety awareness in General Industry standards and application
Use of site‑specific toolbox or tailgate safety training is recommended in trade‑specific categories
Maintaining of National Fire Protection Association (NFPA) 10 certification to train, assign, and monitor fire extinguisher maintenance activities
Respirator fit testing of staff and inmates following medical and/or health care clearances within 10 days of notification that a medical clearance is complete
Shall attend all Safety Committee meetings as a non‑voting member of the committee
Shall serve as the committee's investigative arm and partner closely with the Occupational Health Unit on findings and recommendations
Attend meetings as directed by FLS Administrator or as required
Drives on State business
Perform other duties appropriate to the assignment
Knowledge, Skills & Abilities (KSAs)
Knowledge
Occupational health, fire and life safety, and environmental standards and procedures
Safety devices and personal protective equipment (PPE)
State and Federal laws, rules, standards, and guidelines pertinent to the area of assignment (e.g., OSHA, EPA, NFPA, Arizona Division of Occupational Safety and Health (ADOSH), Arizona Department of Environmental Quality (ADEQ), Arizona Department of Health Services (ADHS), etc.)
Safety consultation methods, root cause analysis techniques, and procedures
Composing technical reports, memos, and consultative recommendations
Property losses and the control of such using the ADOA Loss and Prevention Manual
Safety programming to include trenching, lockout/tag‑out, electrical, plumbing, machine guarding, and specific job safety/hazard analysis processes
Chemicals covered by the Federal Right‑to‑Know law and the effects of chemicals
Skill
Analyzing, evaluating, and interpreting technical data (e.g., test results, reports, plans, operation, calibration, and maintenance of safety monitoring and testing devices/ equipment)
Written and verbal communication
Building and maintaining interpersonal relationships
Computer and software programs, including Microsoft Office Suite & Google Suite
Ability
Detect hazards and recommend remedial action
Calibrate and maintain a variety of safety monitoring, testing equipment, and interpret data from such equipment
Read and understand laboratory analytical results and communicate results to laypersons in both oral and written
Conduct informative and applicable safety meetings and trainings
Work in a prison environment
Travel occasionally on state business
Selective Preference(s)
Previous experience working with and supervising inmates in trade‑level jobs
NFPA 101 building and/or fire inspector qualifications and one (1) year of experience as an Arizona Occupational Safety Consultant or an industry equivalent
Bachelor’s degree in Occupational Safety and Health‑related field or five (5) years equivalent experience
A combination of safety training credits and five (5) years of safety‑related work experience that meet and apply to the Knowledge, Skills, and Abilities may be substituted
Pre‑Employment Requirements
Must be, at minimum, OSHA 501 General Industry Train‑the‑Trainer certified within 12 months of hire
Must obtain Federal Emergency Management Agency (FEMA) certification within 6 months of hire
Must obtain Fire Inspector, NFPA 1030, CH. 7 (NFPA 1031) – 2024 Edition certification within 12 months of hire
Employment is contingent on the selected applicant passing a background investigation, a drug test, and a medical/physical examination
Driving requirements: any employee operating a motor vehicle on State business must possess and retain a current, valid class‑appropriate driver’s license, complete all required training, and successfully pass all necessary driver license record checks
Employees driving on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training
Employee who operates a personally owned vehicle on state business shall maintain the statutory required liability insurance
All employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E‑Verify)
