Job Summary

We are seeking a highly skilled Proposal Engineer to join our team in Kazakhstan. The successful candidate will be responsible for assisting the Proposal Coordinator in preparing tender documentation, examining tender documents, and providing discipline-specific inputs in response to calls for tenders.

Key Responsibilities

  • Assist the Proposal Coordinator in preparing tender documentation, including reviewing and revising documents as necessary.
  • Examine tender documents to understand client expectations, deadlines, and budget requirements.
  • Provide discipline-specific inputs in response to calls for tenders, coordinating the development process and preparing offers for submission to potential clients.
  • Review estimate requests, confirming with clients that requirements are met, and initiate the tender procedure.
  • Identify tasks and assign priorities in accordance with internal procedures.
  • Represent the company in meetings with partners, making site visits and participating in on-site meetings as necessary to interact with clients.
  • Present estimation results, including engineering, procurement, and construction activities, to the Proposal Coordinator and discuss project pricing policy.
  • Manage contractual negotiations and formalize contracts as directed.
  • Prepare estimates on project costs, including materials, labor, and equipment, and analyze offers from local suppliers and subcontractors.
  • Support the Proposal Coordinator throughout the negotiation phase, providing price and discount updates as required.
  • Collaborate in the development of cost evaluations for materials, labor, and equipment needed for project offers.
  • Demonstrate commitment to SICIM's Quality, Health, Safety, and Environment (QHSE) policies.

Requirements

Competencies

  • Minimum B.E./B.Tech. in Engineering with at least 5-8 years of experience.
  • Strong verbal and written communication skills, with the ability to communicate effectively at all levels within and outside the company.
  • Ability to build strong relationships with clients and suppliers.
  • Self-discipline and ability to meet demanding schedule requirements while maintaining high-quality work.
  • Excellent team-working skills.
  • Self-tasking and ability to work with minimal supervision.
  • Good attention to detail and accuracy in written work.
  • Structured approach to work with the ability to set and work to agreed timescales.
  • Ability to accelerate team work effectively to complete work within targeted deadlines.
  • Good knowledge of Excel, MS Word, and Windows Operating Systems.
  • Familiarity with technical and commercial review processes.
