BACKGROUND AND OBJECTIVE:
The United Nations World Food Programme (WFP) stands as the largest humanitarian organization dedicated to combating global hunger. WFP's mission is to achieve Zero Hunger within our lifetime, ensuring that no child sleeps hungry and that the most vulnerable populations, especially women and children, have access to essential nutrition.
The Global Partner Countries Division (GPC) operates within the Partnership and Innovation Department (PI) to fulfill the resource requirements at both corporate and country levels through proactive engagement with governmental and public sector entities. The Thematic Team (GPCT) within GPC is focused on advancing the Changing Lives Agenda by strategically fundraising for thematic and developmental initiatives.
In response to the growing food crisis and to support Sustainable Development Goal 2, WFP is investigating innovative financing solutions from diverse public and private funding sources to mobilize critical resources for the most vulnerable communities. This consultancy aims to enhance the capacity within GPC to deepen understanding of innovative financing solutions and to strengthen WFP's engagement with donors to mobilize resources through innovative finance models, particularly in climate and resilience sectors.
KEY RESPONSIBILITIES:
- Lead Engagement with Donors and External Partners: Analyze donor strategies and map priority donors for innovative financing discussions. Cultivate relationships with governmental donors to advocate for innovative financing models across thematic areas. Organize events to present innovative financing approaches and identify funding opportunities for thematic proposals.
- Develop Innovative Financing Integration Models: Contribute to the creation of financing integration models that combine resources from bilateral, multilateral, public, and private sectors. Research and propose best practices for financing integration.
- Implement Resource Mobilization Plans: Assist in executing WFP's Corporate Resource Mobilization Plan and update the Climate and Resilience investment pipeline with new innovative finance project concepts.
- Manage Seed Funding: Oversee the distribution of seed funding to Country Offices (COs) for developing innovative finance proposals.
- Support Regional Bureaus and Country Offices: Provide capacity-building support to Regional Bureaus and COs on thematic innovative financing. Aid COs in showcasing their innovative financing initiatives to potential donors and guide them in crafting compelling proposals.
EXPECTED DELIVERABLES:
- Reports on donor strategies and priorities to promote innovative financing models.
- Detailed documentation of donor engagement activities and results.
- Comprehensive innovative financing integration models and recommendations.
- Successful support and promotion of COs' innovative finance initiatives.
- Updated content in the resource mobilization plan and investment pipeline.
- Planning documents and reports on the utilization of seed funding.
QUALIFICATIONS AND EXPERIENCE:
Education:
- Advanced degree in International Development, Finance, Economics, Business Administration, or related fields.
Experience:
- At least 7 years of progressively responsible experience in international development, finance, climate change, or a related field.
- Demonstrated experience in donor engagement, resource mobilization, and innovative finance models.
- Experience in designing and managing climate and resilience projects is preferred.
- Familiarity with public and private sector financing mechanisms, particularly in climate financing, is advantageous.
Knowledge and Skills:
- Strong grasp of innovative finance and blended finance models.
- Excellent analytical, presentation, and communication abilities.
- Capability to develop strategic partnerships and engage with a diverse range of stakeholders.
- Proficiency in project management and financial analysis.
Languages:
- Fluency in English is required. Knowledge of Spanish, French, or Arabic is a strong asset.
