Job Summary

We are seeking a highly skilled and experienced Customs Compliance Specialist to join our team at the Department of the Army. As a key member of our logistics and security team, you will be responsible for providing compliance guidance and advice regarding agricultural pre-clearance to customs programs operating in the Area of Responsibility.

Key Responsibilities
  • Provide compliance guidance and advice regarding agricultural pre-clearance to customs programs operating in the Area of Responsibility.
  • Write policy, programs, and procedures for the searching of suspected violators of laws and seizure of prohibited or smuggled articles, search conveyances, inspect records, documents, and seize contraband.
  • Maintain a high level of program quality through annual certification visits to any customs program within Area of responsibility.
  • Provide written reports to commanders and monitor adequate corrective action.
  • Advise supervisor of any scheduling conflicts and makes allowances for supervisor's travel as required by program events and issues.
  • Travel is for support of operations in the Area of Responsibility and for conducting certification visits.
  • Represent the Provost Marshal and the Protection Directorate at various boards, meetings, work groups, and planning teams/committees.
Requirements
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction.
  • Must be able to satisfy the requirements of the 26JUL12 DODI V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
  • Visit must be able to obtain and maintain a Secret Security Clearance.
  • Incumbent must attend training for certification as a Senior Customs Border Clearance Agent (SCBCA); SCBCA Master Trainer; and Agricultural Pre-Clearance Stamp Custodian.
  • This position will require that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • This position is designated as Key, and the essential nature of the position prohibits the position from being vacated during a national emergency or mobilization and cannot be filled by ready reservists or military retirees with recall obligations.

Specialized Experience

Specialized experience can be defined as: one year of specialized experience equivalent to the GS-11 grade level in the Federal service in law enforcement, logistics planning, or exercise planning which provided knowledge of planning and coordinating all agricultural pre-clearance missions for events, exercises and missions, within the Area of Responsibility (AOR), coordinating Special Missions for retrograding U.S. units, and arranging pre-clearance missions for NATO Allies who participate in combined U.S. training missions in CONUS.

Time in Grade Requirement

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
