Expertise in public international law, the legal framework of international civil service, and administrative law on a global scale.
Key Responsibilities
The Legal Affairs Officer is tasked with supporting and overseeing the planning and execution of various legal-related initiatives, including providing recommendations to the Deputy Director-General regarding administrative review requests submitted to the Organization.
Primary Duties
• Receive and assess correspondence, pleas, evidence, and documentation related to administrative review requests.
• Ensure compliance of submitted materials with applicable regulations.
• Issue necessary notifications concerning administrative review requests or as directed by the Deputy Director-General.
• Offer guidance on substantive and procedural inquiries.
• Establish, coordinate, and maintain a secure electronic case file for each request, ensuring confidentiality is upheld.
• Identify and manage a variety of complex and sensitive human resources and legal issues.
• Draft summaries of relevant facts and key arguments from involved parties, pinpointing the main issues in each administrative review request.
• Provide the Deputy Director-General with pertinent information and expert advice on applicable regulations, policies, and precedents.
• Prepare draft responses to administrative review requests for the Deputy Director-General's consideration.
• Assist in initiatives aimed at enhancing workplace culture and interpersonal relationships.
• Review and suggest necessary updates to the organization's manual as needed.
• Perform additional duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Qualifications
• Advanced university degree in law. A first-level university degree in law, combined with two additional years of relevant work experience and completion of a professional qualification to practice law in a national/state jurisdiction, may be accepted in lieu of the advanced degree.
• A minimum of seven years of legal experience pertinent to the aforementioned functions, including experience in an international context, particularly in reviewing and advising on administrative and employment law matters.
• Proficient working knowledge (level C) of English and intermediate knowledge (level B) of another FAO official language (Arabic, Chinese, French, Russian, or Spanish).

Technical/Functional Skills
• Experience working in multiple locations or areas, especially in field positions.
• Depth and relevance of experience in administrative and international civil service law.
• Experience managing and advising on administrative cases within the internal justice systems of international organizations, including disciplinary and performance management cases, benefits, etc.
• Proven ability to draft legal and policy documents, position papers, and briefing notes on complex and sensitive matters.
• Familiarity with information management systems related to legal issues is desirable.
• Experience within the United Nations system concerning human resources and administrative procedures, as well as legal matters, is a significant asset.
• Advocacy or litigation experience before courts and tribunals on administrative and employment law is preferred.
• Experience in implementing change management initiatives is a plus.
• Proficient working knowledge (level C) of French is highly desirable.
