Project Manager

We are seeking a highly skilled Project Manager - Construction to join our team at EDP Energias de Portugal S.A. in the role of overseeing the construction of onshore wind farms and solar PV projects.

1. Pre-Construction Management:

The successful candidate will be responsible for managing the preparation of the construction of the projects from investment memo to start of construction, including:

• Estimating capital expenditures for construction to seek approval of the investment and/or bid auction.
• Planning the construction process.
• Conducting constructability reviews of the projects.
• Regularly updating capital expenditure estimates and planning.
• Developing a construction readiness plan, including securing necessary internal and external resources to manage the construction.
• Facilitating the handover of the projects from engineering to construction, including reviewing all technical documentation and relevant project documentation.
• Reviewing documentation for tendering of the construction of the project, including all relevant individual tenders as per project contracting strategy.
• Contributing to the definition of the contracting strategy of the projects.
• Providing technical support during the whole tender of construction process, including reviewing offers, conducting technical assessments, clarifying with bidders, and supporting during negotiations with bidders up to contract award, ensuring optimal contractor selection and contracting conditions.

1. Construction Management:

The successful candidate will be responsible for managing the construction of the projects from start of construction to commercial operation date, ensuring compliance of project targets in terms of health, safety, and environment, quality, capital expenditures, and schedule according with the company business plan and EU&BR E&C department requirements, including:

• Preparing and regularly updating the construction management plan.
• Regularly controlling, following up, and updating the planning.
• Regularly controlling, following up, and updating the capital expenditures.
• Managing contractors, including claims, ensuring compliance of the contracted terms and conditions.
• Managing technical assistance and/or specialist services.
• Managing interfaces across contractors.
• Managing changes.
• Managing administrative work.
• Contributing to the communication plan.
• Reporting, including managing daily, weekly, and monthly reports.
• Managing internal and external related construction stakeholders.
• Regularly controlling, following up, and updating the construction management plan.
• Document management, ensuring compliance with company processes and tools.
• Ensuring health, safety, and environment compliance with requirements.
• Ensuring quality assurance and quality control.

1. Pre-Operations Management:

The successful candidate will be responsible for managing the construction of the projects from commercial operation date up to signature of take-over certificate and handover to operation & maintenance, ensuring compliance of project targets in terms of health, safety, and environment, quality, capital expenditures, and schedule according with the company business plan and EU&BR E&C department requirements, including the following responsibilities in addition to the construction management-related ones:

• Managing commissioning.
• Final compliance check and preparation of handover dossier.
• Closing out management of contractors, up to signature of the take-over certificates.
• Managing and leading the handover of the projects from construction to O&M department, ensuring compliance with the company process.

1. Technical Support:

• Providing technical support during due diligence processes on construction-related matters, including reviewing capital expenditure estimates, site visits, and constructability reviews.
• Providing technical support to the engineering process during the development phase, including reviewing studies, pre-projects, basic projects, and execution designs when relevant in order to optimize the projects and minimize the construction risk.
• Providing technical support to O&M department with the management of the punch list from construction if any.

1. Strategic Support:

• Contributing to the definition and improvement of construction vision, strategy, policies, processes, and procedures to seek for construction excellence and boost performance to deliver projects meeting requirements.
• Contributing to the definition and improvement of construction best practices, requirements, specifications, and standards.
• Contributing to country management on regulation and market initiatives in order to facilitate compliance with business plan targets.
• Contributing to the technical contractors qualification process.
• Contributing to construction excellence initiatives in order to continuously boost construction performance and optimize the projects while reducing the risk.
• Providing technical support to technical corporate and LEAN departments in order to facilitate continuous improvement based on construction experience.

1. Company Policy and Legal Compliance:

The successful candidate will be responsible for understanding and complying with company policies, processes, and procedures as well as ensuring that construction of projects are in accordance with legislation, ethics, standards, and good practices across the onshore wind and solar PV industry, tender requirements, regulatory aspects, and project policies.

1. EDPR Institutional Representation:

The successful candidate will represent EDPR with relevant stakeholders, such as agencies and institutions, both public and private, in relation to matters relating to its responsibility in order to reinforce EDPR reputation and competency in the market and benefit the interests of EDPR.

1. Academic Level:

• Bachelor of Science in Engineering, preferably in electrical or civil works or similar.

1. Required Professional Experience:

• At least 3 years of relevant experience in construction of onshore wind farms, solar PV, substations, and high-voltage lines.
• Relevant experience in construction of other renewable or equivalent projects in the power sector is a plus.
• Experience working in a large-scale utility and multicultural environment is a plus.
