Job Summary

We are seeking a highly skilled and experienced professional to serve as the Director of the Programs and Project Management Division (PDCP) within the Department of the Navy. As a key member of our team, you will be responsible for providing leadership and expertise in project and program management, as well as supervising a team of engineers and architects.

Key Responsibilities
  • Provide leadership and guidance on project and program management, including cost, schedule, and risk management.
  • Supervise a team of engineers and architects, including assigning work, identifying training needs, and preparing performance appraisals.
  • Collaborate with other engineering and architectural disciplines to review and advise on the development of execution plans and timely completion of all phases of the work.
  • Identify areas of risk associated with design and construction and support the development of mitigation strategies or alternatives.
  • Work with the cost engineering community to develop training, experience, and rotational development opportunities needed to ensure technical competency.
Requirements
  • Must be a US Citizen.
  • Must be able to obtain and maintain a U.S. Passport.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
Qualifications
  • Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  • A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

  • B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs. Additional vacancies may be filled by this announcement. Pay retention may be granted when certain conditions are met. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
