The African Risk Capacity (ARC) is a specialized agency of the African Union, leading a group that provides innovative financial solutions to assist countries in managing risks associated with natural disasters and climate change. The agency is comprised of 39 member countries and is governed by a ministerial board elected by its Conference of the Parties.
In 2014, ARC introduced its first risk insurance product through its financial affiliate, the ARC Insurance Company Limited (ARC Ltd), which serves as Africa's inaugural disaster insurance pool. Utilizing advanced satellite weather monitoring technology, Africa RiskView, ARC assesses the impact of drought on vulnerable populations and triggers insurance payouts when necessary.
Key Responsibilities:
The Africa RiskView (ARV) serves as the essential technical foundation for the ARC program, supporting insurance contracts and facilitating the expansion of ARC's offerings to additional countries and risks, particularly concerning floods and cyclones. The consultant will play a pivotal role in the ongoing development and enhancement of ARV, ensuring it meets the evolving needs of its users.
The consultant's responsibilities will include:
- Overseeing the timely production of the annual ARV Drought Calculation Engine and necessary input data for ARC Ltd.
- Facilitating the integration of tropical cyclone and flood components into the ARV platform.
- Conducting thorough testing and validation of new releases to maintain accuracy across all ARV products.
- Contributing to the design and development of ARV Desktop, enhancing user interface and functionality.
- Developing server-based capabilities and optimizing data management for web applications.
- Ensuring all products are secure, efficient, and adaptable to future updates.
- Coordinating localization efforts for software and its outputs.
- Providing technical support and guidance in collaborations with partners.
- Executing additional tasks as directed by senior ARC staff.
Deliverables:
The consultant will provide comprehensive technical assistance to the ARC Development Team, ensuring all code is well-documented and meets the outlined responsibilities, allowing for independent future modifications by ARC.
Qualifications:
Education: Advanced degree in Computer Science, Mathematics, Engineering, Natural Sciences, or a related quantitative field.
Experience: At least 12 years in software development and system design, with experience in Africa being a significant advantage.
Skills: Proficiency in programming languages such as Delphi, Visual Studio, ASP.NET, MySQL, HTML, CSS, JavaScript, and C#. Experience in mobile application development is a plus. Strong analytical and problem-solving skills are essential.
Languages: Fluency in English is required; proficiency in French or Portuguese is an asset.
