Organizational Context: The Food and Agriculture Organization of the United Nations (FAO) plays a crucial role in achieving the Agenda through its Strategic Framework, which aims to support the transformation towards more efficient, inclusive, resilient, and sustainable agrifood systems. The General Fisheries Commission for the Mediterranean (GFCM) is a Regional Fisheries Management Organization established to promote the development, conservation, and sustainable management of living marine resources.

Reporting Structure: The Programme Officer (Operations) will report to the GFCM Programme Officer (Fishery Liaison) and will support technical teams at both headquarters and field locations while maintaining regular communication with relevant FAO divisions and offices.

Technical Focus: The role involves leading and coordinating all phases of the operational lifecycle to implement strategic activities within the GFCM portfolio, ensuring alignment with the GFCM mandate and compliance with FAO regulations.

Key Responsibilities:

  • Participate in the development, implementation, and evaluation of assigned programmes/projects, monitoring progress and analyzing outcomes.
  • Review relevant documents and reports, identify issues, propose corrective actions, and liaise with stakeholders.
  • Assist in policy development, including trend analysis and impact evaluations.
  • Prepare various written outputs, including background papers, analyses, and sections of reports.
  • Conduct outreach activities, including training workshops and presentations on assigned topics.
  • Coordinate budget and funding activities, preparing related documents and reports.

Specific Functions:

  • Oversee project operations and provide guidance for ongoing and pipeline projects.
  • Plan and manage all aspects of operations to fulfill the GFCM mandate, ensuring compliance with corporate policies.
  • Engage with FAO Regional and Country Offices regarding operational matters and liaise with resource partners for project implementation.
  • Supervise the procurement cycle, ensuring timely acquisition of goods and services in accordance with FAO regulations.
  • Participate in project lifecycle phases, supporting formulation, development, and reporting on project activities.
  • Produce and circulate periodic management reports, identifying risks to project implementation.
  • Propose risk mitigation measures and undertake corrective actions to safeguard GFCM's integrity.
  • Review corporate policies and conduct feasibility assessments to advise on best practices across project phases.
  • Perform other related duties as required.

Minimum Requirements:

  • Advanced university degree in business administration, public administration, development economics, project management, or a related field.
  • Five years of relevant experience in programme or project management, operations management, or procurement within international organizations.
  • Proficient working knowledge of English and intermediate knowledge of another FAO official language.

  • Understanding of FAO policies and programmes is a strong asset.
  • Proficiency in preparing and revising technical documents and reports.
  • Knowledge of GFCM policies and operations is advantageous.
  • Expertise in FAO procurement policy and corporate systems is a plus.
