Organizational Context:
The Food and Agriculture Organization of the United Nations (FAO) plays a crucial role in achieving the Agenda through its Strategic Framework, supporting the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for improved production, nutrition, environment, and quality of life, ensuring no one is left behind.
The General Fisheries Commission for the Mediterranean (GFCM) is a Regional Fisheries Management Organization (RFMO) established under the provisions of Article XIV of the FAO Constitution. Its primary objective is to promote the development, conservation, rational management, and optimal utilization of living marine resources, as well as the sustainable development of aquaculture in the Mediterranean and Black Sea regions.
Reporting Structure:
The Programme Officer (Operations) reports to the GFCM Programme Officer (Fishery Liaison) and supports the GFCM technical teams at headquarters and in the field while maintaining regular contact with relevant FAO Divisions, Regional Offices, and Country Offices within the GFCM area of application.
Technical Focus:
Lead and coordinate all phases of the operational lifecycle towards the implementation of strategic activities outlined in the GFCM portfolio, ensuring alignment with the GFCM mandate, adopted strategies, and compliance with FAO rules and regulations.
Key Responsibilities:
• Develop, implement, monitor, and evaluate assigned programmes/projects.
• Participate in the development, implementation, and evaluation of assigned programmes/projects; monitor and analyze programme/project development and implementation.
• Review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.
• Assist in policy development, including the review and analysis of issues and trends, preparation of impact evaluations, or equivalent studies.
• Prepare various written outputs, including drafts of background papers, analyses, sections of reports and studies, and inputs to publications.
• Conduct outreach activities; facilitate training workshops, seminars, and presentations on assigned topics/activities.
• Coordinate activities related to budget and funding, including programme/project preparation and submissions, progress reports, and financial statements.
Specific Functions:
• Oversee project operations and provide operational guidance to ongoing and pipeline GFCM projects.
• Plan, develop, and manage all aspects related to headquarters and field-based operations to fulfill the GFCM mandate, ensuring compliance with corporate policies and alignment with GFCM strategic objectives.
• Interact with relevant FAO Regional Offices, Country Offices, and headquarters business owners regarding operational matters and liaise with resource partners and stakeholders for smooth project implementation.
• Supervise all stages of the procurement cycle, ensuring timely procurement of goods, services, and works while adhering to FAO rules and regulations.
• Manage solicitation processes, provide expert inputs to the evaluation of bids/proposals, and oversee operational clearance for invoices and financial reports related to contractual tools.
• Participate in selected phases of the project lifecycle, supporting the formulation, development, implementation, monitoring, and reporting of project activities within the GFCM portfolio.
• Supervise the production and timely circulation of periodic management reports, identifying risks to project implementation and proposing risk mitigation measures.
Candidate Assessment:
• Advanced university degree in business administration, public administration, development economics, project management, or a related field.
• Five years of relevant experience in programme or project management, operations management, and/or procurement, particularly in international organizations.
• Proficient working knowledge of English and intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish).

• Expertise in FAO procurement policy and knowledge of FAO corporate systems would be advantageous.
