Organizational Overview: The Food and Agriculture Organization of the United Nations (FAO) plays a vital role in achieving the Agenda through its Strategic Framework, supporting the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems. The General Fisheries Commission for the Mediterranean (GFCM) aims to promote the development, conservation, and rational management of living marine resources and sustainable aquaculture in the Mediterranean and Black Sea.

Reporting Structure: The Programme Officer (Operations) reports to the GFCM Programme Officer (Fishery Liaison) and supports GFCM technical teams, maintaining regular contact with relevant FAO Divisions, Regional Offices, and Country Offices.

Technical Focus: Lead and coordinate all phases of the operational lifecycle for strategic activities within the GFCM portfolio, ensuring alignment with the GFCM mandate and compliance with FAO regulations.

Key Responsibilities:

  • Participate in the development, implementation, and evaluation of assigned programmes/projects.
  • Monitor and analyze programme/project development and implementation.
  • Assist in policy development and prepare various written outputs, including background papers and reports.
  • Conduct outreach activities and training workshops.
  • Coordinate budget and funding activities, preparing related documents and reports.

Specific Duties:

  • Oversee project operations and provide guidance to ongoing and pipeline projects.
  • Manage all aspects of headquarters and field-based operations in compliance with corporate policies.
  • Interact with FAO Regional Offices and stakeholders for smooth project implementation.
  • Supervise the procurement cycle to ensure timely acquisition of goods and services.
  • Participate in project lifecycle phases, supporting formulation, development, and reporting.
  • Identify risks to project operations and propose mitigation measures.

Minimum Qualifications:

  • Advanced university degree in business administration, public administration, development economics, project management, or a related field.
  • Five years of relevant experience in programme or project management, operations management, or procurement.
  • Proficient working knowledge of English and intermediate knowledge of another FAO official language.
