OverviewThe Office of the Inspector General (OIG) provides oversight of the programmes and operations of the Organization, through internal audit and investigation. The Office reports to the Director-General and Senior Management on lessons learned, and promotes policies and activities that enhance the integrity of FAO's operations. The Investigation Branch of the Office of the Inspector General (OIGI) investigates allegations of misconduct in the programmes and operations of the Organization. It is anticipated that OIGI will need to retain incumbents to assist in conducting and supporting investigative activities and related tasks (e.g. intake, policy-related tasks, reporting, preliminary reviews, investigations). Assignments may cover a number of activities or be limited to a specific case or other specific type of activity. The purpose of this call for expressions of interest is to identify suitably qualified candidates who may be invited to undertake assignments for OIGI, for a period of up to 11 months, with possibility of renewal. This call is aimed at candidates with various levels of experience, in particular, Investigations Specialists with assignments of the C and B categories, depending on level of experience. The Investigations Specialists may be located at the Organization’s headquarters in Rome (Italy), with possible missions to the field, or may be home based, as appropriate under the circumstances.Reporting LinesThe Investigation Specialist will work under the supervision of the Team Leaders or Senior Investigators (Heads of unit), OIGI, as appropriate.Technical FocusThe Investigation Specialist will conduct intake of, and/or investigations into, allegations of serious misconduct and wrongdoing by FAO personnel and third parties in line with standard operating procedures and applicable policies. Additionally, the Investigation Specialist may support OIGI staff with policy-related activities, data management, and OIGI’s quality assessment process.Tasks And ResponsibilitiesThe specific tasks and responsibilities of each selected incumbent will be defined in the Terms of Reference (TOR) for the corresponding assignment.Undertake investigative tasks, according to generally accepted investigative practice, applicable policies, deadlines and deliverables. Assigned tasks and responsibilities may include:Lead or assist in the conduct of intake activities, preliminary reviews and investigations into allegations of misconduct by FAO personnel and third parties as set out in the FAO Investigation Guidelines.Plan and conduct interviews with personnel and third parties, gather and analyze documentary and electronic information.Plan and participate in field missions, as necessary, to carry out investigative activities.Prepare required written outputs with logical and clear presentations, including intake assessments of complaints, investigative findings for use in investigative outputs which include relevant facts; circumstances, conclusions and recommendations to support management decisions.Maintain investigative records.Contribute to OIGI policy-related activities, such as review and revision of draft policies, internal OIGI products, donor contribution agreements.Provide input into OIGI’s data management activities, such as periodic and ad-hoc reporting to senior management and/or Oversight and Finance Committees, as well as other data requests.Provide input into OIGI’s quality assessment activities, such as reviewing investigative outputs against pre-determined criteria.Contribute to OIG’s awareness raising activities (e.g. preparation of presentations, webinars, newsletters, articles).Other assigned tasks, as necessary.FAO Standards And GuidelinesLiaison with the OCC will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes. All communication materials will follow FAO clearance processes and comply with FAO standards, including: FAO Strategic Framework , FAO social media policy and guidelines, Social Media Branding Guidelines, FAOSTYLE, FAO terminology, FAO Names Of Countries, Story guidelines and related branding guidelines. Further guidance regarding FAO communications, policies and procedures can be found through the FAO intranet, OCC section.Candidates Will Be Assessed Against The FollowingMinimum RequirementsFor COF: Advanced university degree in law or in a subject associated with criminal and/or administrative investigations.
