Job Advert Description
FCIN are seeking a Network Development Manager to enable adoption of FCIN services and manage strategic network relationships across the West & East Midlands regions.
This key role will also lead on developing the FCIN National Test Centre (NTC) at Cranfield as a national centre of excellence for improving the quality of Forensic Collision Investigation. Also working closely to develop the FCIN Partnership & Innovation opportunities with industry and academia. We are looking for a dynamic and creative leader and relationship manager living within close proximity (within 90 minutes travel time) to both NTC at Cranfield and midlands police force locations where frequent face to face meetings are key to the success of the role. This is an agile working position with frequent weekly travel to those regional forces and NTC is required to successfully deliver the role.

**The collective responsibilities of Network Development Managers are to**:
Develop the FCIN network to collaborate effectively across member forces and other key stakeholders to ensure FCIN services are network led, fit for purpose, accessible, trusted and continue to be used to reach and maintain FSR Code compliance for FCI activities.
Coordinate the development and adoption of FCIN services by establishing effective networks to ensure meaningful engagement, national representation and agreement as to where standardisation and convergence can occur. Be responsible for ensuring that designated Forces are participating and complying with the requirements set out in the collaboration agreement, ensuring a consistent take up of FCIN complementary services, business change and service improvement.
Note: the collective responsibilities here are predicated on the FCIN operating model Sept 2024.
Portfolio activities as allocated to individual NDMs are to:
Develop and establish the IQCIF (Improving the Quality of Collision Investigation Framework) and route to scientific publication to ensure forces can adopt FCIN services to improve the quality of collision investigation and comply with FSR Statutory Code.
Lead on and develop excellent communications, engagement and network relationships with key stakeholders in member forces and other agencies.
Lead on developing the NTC as a national centre of excellence for Forensic Collision Investigation.
**People who work directly for this role**:
The FCIN operating model requires all specialist leads and managers, including this role to both line and matrix manage teams to deliver the required network services. Working collectively with the other FCIN Network Development Managers (POE), Lead Scientific Technical Specialists (POD) and Service Improvement Coordinator (POD) and Specialists (POC), this role will directly manage staff by agreement.

**The collective accountabilities of Network Develop Managers are to**:
- Lead on network development and engagement nationally to ensure excellent stakeholder relationships and recognition of FCIN value.
- Work closely with network business change and service improvement forums to accelerate and ease adoption of FCIN services.
- Work closely with the FCIN Partnership and Innovation Board to shape future service development and improvements.
- Provide specialist advice and guidance on all matters relating to Forensic Collision Investigation, supporting quality assurance, quality improvement and compliance initiatives by liaising with the network.
- Coordinate, motivate and engage a multi-disciplinary team of professionals, promoting inclusion, equity and diversity, facilitating impactful professional development and performance management to create an empowered team effectively contributing to the achievement of the strategy.
