More About the Role**:
The Defense & Intelligence Group of Leidos has an opening for the Navy’s Service Management, Integration and Transport (SMIT) Outside Continental United States (OCONUS) Piers PMO Management Specialist in Naples, Italy. The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world.
Under the OCONUS Piers portion of the contract, the Leidos team will provide pier side connect/disconnect service, network administration, and fiber optic cable repair supporting US Navy vessels arriving and departing from piers in Europe, the Middle East and Asia.
**What You'll Get to Do**:
- Lead HR business processes, as applicable, to include staff onboarding / off-boarding.
- Manage and coordinate program resourcing; working with technical leads to define resource needs, and communicate requirements to Leidos’ Talent Acquisition and Subcontracting partners.
- Regularly communicate with program leadership, subcontracting partners, Talent Acquisition, Security, and Onboarding teams to seamlessly onboard personnel, ensuring Day-1 readiness to meet program objectives.
- Develop program staffing plans to manage hiring expectations, reporting variances and seeking corrective actions to mediate issues.
- Lead program staffing actions, and ensure that items are completed by the defined due date.
- Establish and document staffing processes and standards, and coordinate all associated actions.
- Keep stakeholders informed of staffing progress and anticipated risks to continuity of operations and mitigation strategies.
- Report on staffing success criteria results and metrics.
- Identify risks and dependencies throughout the hiring and onboarding process
- Oversee staffing metrics, providing required information to program leadership.
- Provide status update reports regarding staffing and onboarding milestones, dependencies, risks, and issues and review with program leadership and Government customer.
- Manage relationship with subcontracting partners and resolve any concerns across Leidos and subcontractor team members.
- Manage and track program expenses such as dependent education and travel.
- Direct resource management actions; inclusive, but not limited to staff onboarding/off-boarding, weekly time-reporting and approvals.
- Responsible for tracking and notifying Hiring Managers of upcoming. certification expirations to ensure compliance with contract requirements.
- Lead the project teams in determining and documenting skill enhancements/training needed based upon contract requirements.
- Seek creative solutions to maintain staffing expectations.
- Support project management activities associated with cost and resource management; providing reports, as required to ensure accuracy, transparency, and completeness.
- Establish and maintain transparent and respectful working relationships with program personnel and leadership.
- Support other activities as requested, to ensure operational readiness.
- Assist Program Manager in making performance, hire, and removal decisions.
- Maintain staffing data accuracy and deliver via a program Resource Management toolset.
- Utilize program management tools to maintain reports on shared portals, create and maintain reports and spreadsheets pertaining to all employees and their utilization.
- Assist in the development of tools and procedures to keep leadership and stakeholders informed of staffing progress and deliverables, as well as risk and mitigation strategies.
- Responsible for special projects and any other duties as assigned.
**You'll Bring These Qualifications**:
- BA degree in Computer Science, MIS, Business or related field, and 2-4 years of prior relevant experience or Masters with 0-2 years of prior relevant experience.
- One or more years of supporting project management office/team operations, including sourcing and building technical teams.
- Exhibit leadership qualities required to coordinate and lead meetings to drive progress associated with assignments.
- Ability to understand and execute program baselines, identifying variances, and communicating issues in a timely manner.
- Ability to maintain discretion associated with staffing and cost requirements.
- Experience with Program/Project Management principles and concepts.
- Ability to utilize MS Office Products to develop and maintain program documentation.
- Strong analysis skills, with the ability to effectively communicate results to leadership and team members.
- Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment.
- Excellent verbal and written communication skills, with the ability to succinctly communicate.
- Ability to obtain a DoD SECRET security clearance.
