BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
ORGANIZATIONAL CONTEXT: The United nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.Review and assess complaints and allegations (herein preliminary assessments), formulateinvestigation plans,review and analyse all information to determine its relevance and reliability(as required), prepare, plan and conduct interviews of staff and other involved parties, obtainand analyse potential documentary and electronic evidence,conduct investigative research, anddetermine the appropriate presentation of preliminary assessments /investigative results;
2.Carry out office and field based preliminary assessments, and where necessary investigations,into allegations of violations of policies, procedures, standards, guidelines, and applicable rulesand regulation;
3.Offer guidance and advice to WFP employees on matters pertaining to the investagation ofwrongdoing and direct staff appointed by field offices to conduct investagations into allegations;
4.Prepare, plan and write reports and ad-hoc briefs pertaining to preliminary assessments and/orinvestigations;
5.Prepare recommendations for corrective action and improved controls, effectiveness, orefficiency of WFP operations based on the findings of investigations (as required);
6.Regularly appraise progress of preliminary assessments and / or investigations and assessprobable impact of investigation outcome relative to strategies and advise colleagues;
7.Coordinate with local officials, governments, and outside organizations and obtain internalsupport (transport,interpreters, etc.) to resolve problems and to facilitate work of the team;
8.Perform other related duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Preliminary assessments completed as per OIGI standard practice.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: An advanced university degree in criminology, law or related relevant field. Training from a police academy, law enforcement or similar government agency, with experience in investigations, can be considered in lieu of a university degree.
Experience: More than or equal to two years of relevant experience in contributing and/or conducting investigations, with a proven track record in conducting preliminary assessments and or planning, leading and executing investigations, and with a focus on fraud and/or sexual harassment and abuse.
Previous experience in the conduct of investigations with a UN organization or international financing institution and working in developing countries is an asset.
Knowledge & Skills:

- Full and in-depth knowledge of all aspects of investigations work, especially in anInternational environment.
- Good knowledge of different investigative methods.
- Good understanding of linkages between policy and operati onal practices.
- General knowledge of UN system policies, rules, regulati ons and procedures.
