BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The SCDB-B unit within the Budget and Compliance branch provides strategic and technical
support for financial & budget management and leads business planning for the division m
line with WFP policies, standards, and strategy. We support the various teams in designing
efficient processes to streamline SCD funds management and formulating & implementing
plans, policies, and procedures for the division's budget management; provide technical
advice on fund utilization, advance financing, and refinancing.arrangements and coordinate
accurate reporting; and help strengthen Supply Chain staff capacity in budgeting, funds
management and operational planning.
The position works within the SCDB Budget planning and Funds Management team to
support these responsibilities. It reports to a senior officer in delivering the responsibilities
below.
ACCOUNTABILITIES/ RESPONSIBILITIES:
Budget Planning and Management:
• Lead the preparation, review and submission of the divisional Management Plan,
coordinating and consolidating inputs from the SCD branches;
• Manage divisional and cross-divisional funds in collaboration with the various SCD
branches;
• Lead the consolidation of the SCD annual budget and respective revision(s) with input
from SCD units and presentation for approval by the SCD Director(s);
• Oversee the monitoring and production of the divisional expenditure reports for all
SCD funds;
• Develop and review ad-hoc budget plans, funding proposals and/or allocation models
and related controlling processes and procedures;
• Participate in the preparation and issuance of budget related guidelines e.g. Standard
Operating Procedures, Memoranda Of Understanding and Decision Memos, etc. as
required;
• Support the setup and development of SCD extra budgetary vehicles and mechanisms
e.g. Critical Corporate Initiatives (CCIs), Trust Funds, Special Accounts etc;
Actively participate in the review of established cost recovery mechanisms, analyzing
performance and proposing adjustments for endorsement and/or approval by the
respective authorities;
Project management:
• Manage strategic divisional projects to achieve optimal balance between cost, quality
and time
• Guide Project Managers in their project management activities providing hands-on
support and project specific relevant documents, templates and examples;
• Implement new business processes and supporting tools to create a corporate supply
chain project portfolio management, to ensure a timely, cost-effective and integrated
approach to project delivery;
• Oversee project portfolio outcomes, outputs and performance against budget and
timelines;
Other:
• Motivate and develop the SCDB-B team members providing coaching, training and
career guidance as required to ensure appropriate development and enable high
performance;
• Build skills of SCD staff in budgeting, fund management, project management and
operational planning through designing and delivering trailing, coaching,
guidelines and manuals;
• Other accountabilities as required and in line with priorities;
DELIVERABLES AT THE END OF THE CONTRACT:
• Approved Divisional Management Plan
• Approved Annual Divisional Budget with respective branch annual
allocations/spending limits
• Reviewed annual cost recovery fees and/or rates in place
• Monthly divisional expenditure monitoring statistics and quarterly reports
• Revamped budget and funds monitoring/reporting mechanisms and/or tools in place
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Experience:

Advanced University degree in Business Administration, Finance,
Economics, Engineering, or other relevant field/courses
• Minimum 7 years of progressively responsible experience in
managing teams and coordinating complex projects in a global
organization or management consulting company
• Proven track record of Successfully implementing business
improvement initiatives (i.e. process Improvement, systems
Implementation, innovation and reorganizations)
• Previous experience in similar roles with WFP or other UN
Agencies is preferable
• Demonstrated knowledge of key supply chain areas (i.e. planning,
Sourcing, logistics)
• Demonstrated knowledge of budgeting, financial reporting and
business cases
• Strong team leadership competences, interpersonal communication
and change management skills
• Ability to interact with leadership and a wide range of stakeholders
with credibility and tact and perform in a multi-cultural setting
• Strong planning skills, ability to anticipate requirements and
proactively mitigate risks
• Strong analytical quantitative (MS Excel) and qualitative abilities
• Creative thinking and ability to conceptualize innovative solutions
• Ability to produce high-quality written and visual materials (e.g.
management presentations, decision documents and funding
requests)
• Ability to juggle competing priorities, to adjust flexibly and to
perform under pressure
• Self-motivated and proactive, capable of working with a high
degree of autonomy
Languages: Fluency in English and knowledge of another UN language (e.g.
Spanish, French, Arabic) is desirable
