BACKGROUND
Following the organisational restructuring and further internal restructuring in the Division, this position
has been moved to Budget and Compliance (SCDB) branch as part of the divisional budget resource
pool (Budget and Funds Management unit (SCDB-B)).
SCDB provides strategic and technical support for financial & budget management and leads business
planning for the division in line with WFP policies, standards, and strategy. We support the various
teams in designing efficient processes to streamline Supply Chain funds management and formulating
& implementing plans, policies and procedures for the division's budget management; provide technical
advice on fund utilization, advance financing, and refinancing arrangements and coordinate accurate
reporting; and help strengthen Supply Chain staff capacity in budgeting, funds management and
operational planning.
The position works within the SCDB Budget planning and Funds Management team to support these
responsibilities. It reports to a Budget officer in delivering the responsibilities below:
ACCOUNTABILITIES/RESPONSIBILITIES
1. Participate in the development and implementation of plans, policies and procedures for
budget and programming activities (including PSA, Management Plan, Project budget, Extra
budgetary, ensuring that objectives are achieved in compliance with corporate, regional and
functional strategies).
2. Create and review limited project budget plans and monitor ongoing project performance
against budget, ensuring adherence to guidance and policies, and providing financial analysis
and advise to optimize resources.
3. Act as focal point for the financial and budgetary related matters on respective area of
responsibility.
4. Monitor and make recommendations on budget and fund utilization, alerting supervisors
about approaching deadlines for unassigned funds and potential resource shortfalls/surpluses
and proposing appropriate solutions.
5. Ensure correct budget and project documentation is created and ensure relevant resource
data is recorded in internal systems for reference, in line with WFP standards and procedures.
6. Analyze data and propose well-researched ideas to senior officers for improvement to
systems, techniques, tools, processes and procedures to better monitor and manage budgets
and funds.
7. Perform reconciliations, park/post journal vouchers and support the monthly financial closure
on a regular basis in accordance with corporate requirements and guidelines.
8. Prepare and/or coordinate the preparation of accurate reports, to provide consistent
information for stakeholders, and to identify trends/issues and propose solutions that support
decision-making by senior management.
9. Build capacity of WFP staff in budgeting, fund management and operational planning, through
preparing and delivery training, coaching, guidelines and manuals as required.
10. Support the WFP internal service provision workstream by responding to queries and
registration requests from the country offices, processing invoices, register the revenue, etc.
11. Represent the unit at internal meetings/committees/working groups as required, to obtain
and provide information from a budget perspective.
12. Contribute ideas to senior officers for improvement to systems, techniques, tools, processes
and procedures to better monitor and manage budgets and funds.
13. Perform other related duties as required.
DELIVERABLES AT THE END OF THE CONTRACT
• Unit-specific funding vehicles, budgets and funds managed efficiently as per area of
responsibility and reported on regularly as per determined schedules.
• Monthly budget and funds management reporting on area of responsibility and improvements
proposed/made accordingly.
• Improvements made to relevant policies and procedures through the advice given on financial
assessment, reporting and accounting.
• Partnership with Supply chain team in the field to receiving, processing invoices and cost
recovery, augmented through continuous coordination and communication.
• Accurate SCD monthly expenditure reposts with key highlights duly compiled
