BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Over the past few years, the United Nations World Food Programme (WFP) has responded to an unprecedented level of emergencies, many in high risk areas, while maintaining ongoing operations. The Security Division, under the framework of the UN Security Management System, ensures these operations consider the safety and security aspect of its staff, facilities and assets. The current operating context demands more agility and greater support and services from the Division. This increased demand puts both pressure on the organization as a whole, as well as the need for greater efforts in ensuring the safety and security of these operations.
The Security Division relies on timely, accurate, comprehensive and relevant security-related data and information to support WFP operations and decision-making. Security-related information is collected and processed constantly around the world by security personnel. This requires a more coordinated approach to initiatives, improved processes and methods to manage and retrieve this information more effectively and efficiently, and constant evaluation and assessment of the work to deliver the necessary support. The overall aim is to provide appropriate and actionable security support to Regional Bureaux and Country Offices for effective security risk management. This position is in the Business Transformation Unit of the Policy & Enabling Services Branch of the Security Division.
ACCOUNTABILITIES/RESPONSIBILITIES:
The incumbent, under the direct supervision of the Head of the Business Transformation Unit, is expected to:
1.Develop and coordinate a structured approach to manage SEC projects
a.Create and contribute to divisional project planning and implementation; engage andliaise cross-functionally with relevant teams in HQ, RBx and COs.
b.Manage, coordinate, and track end-to-end progress of projects.
c.Provide guidance on project management, as required.
d.Support and communicate the development of functional work plans, ensuringcompliance with wider WFP policies, standards and strategies.
2.Coordinate an effective monitoring and evaluation mechanism.
a.Establish the development of Monitoring, Review and Evaluation plans that willprovide the most relevant and strategic information toward achieving expectedresults for the Security Division, while being compliant with the WFP monitoring andevaluation framework.
b.Identify indicators for improved performance, efficiency and effectiveness; plan anddesign data collection approach.
c.Collect lessons learned and provide feedback into the process; support WFPmanagement in addressing recommendations from monitoring, reviews andevaluations to ensure that follow-up actions are taken.
d.Analyse data collected; produce accessible information products, includingvisualisations, to make tracking progress more accessible for different audiences.
3.Support digital transformation to new processes and practices
a.Map processes, workflows, and design, when necessary, propose change andcontinuous operational improvement that supports business capabilities, by definingneeds, modeling the business and recommending solutions.
b.Participate in identifying business needs and propose ideas for new or improvedsystems, tools and processes that assist meeting WFP objectives.
c.Draft relevant guidance documents.
d.Create appropriate training content and provide training and support.
e.Seek new ways to innovate and improve internal operations.
4.Perform other tasks as required.
DELIVERABLES AT THE END OF THE CONTRACT:
•A project coordination system for the division.
•A monitoring and evaluation mechanism.
•Documentation of key related processes and procedures.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in business administration, management, social sciences or other relevant field, or first-level university degree with additional years of related work experience.
Experience:
At least 5 years of progressively responsible international experience in project or programme management, coordination, or related area is required. Experience in the implementation of technology projects is required. Experience with data visualisation tools, such as Tableau or Power BI is required. At least 1 year of United Nations or international NGO experience is desirable.
Knowledge & Skills:
•Good analytical abilities, both quantitative and qualitative: ability to perform advanced analysis in excel and produce high-quality written materials, including PowerPoint presentations as well as text documents;
•Knowledge in process optimization, business process analysis and design;
•Knowledge of data governance and data privacy principles;
•Collaborative spirit to liaise with a wide range of people at all levels and across different cultures, with credibility and diplomacy; demonstrated ability to facilitate cross-functional collaboration;
•Time management skills with an ability to plan ahead, anticipate requirements, problems and obstacles, and an ability to juggle competing priorities successfully, and to work on tight deadlines;
•Self-motivated and able to work independently and/or in team;
•Detail-oriented with a client-oriented approach in solutions
Languages:
Excellent command of spoken and written English (fluency/level C knowledge). Intermediate knowledge of another official UN language is desirable.
