BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP's leadership in school feeding, including its role as the secretariat of the School Meals Coalition, has revitalized global commitments to expanding the coverage of school feeding programmes worldwide.
Despite the financial difficulties faced by governments, the number of children receiving school meals in 2022 approached pre-pandemic levels, although more efforts are needed to increase provision in low- income countries. WFP nourished the hope of future generations by helping governments to establish or expand national school feeding programmes, which reached 107 million children, while also directly providing healthy meals, snacks or cash-based transfers to more than 20 million schoolchildren, often using locally-produced nutritious food. WFP's vision is to ensure that all vulnerable children have regular access to food in schools by 2030. The School Meals and Social Protection service will work toward this vision by supporting implementation of school feeding programmes, but more importantly and more broadly, by supporting governments scale up their own programmes. WFP will ensure these children are reached over the next decade through a combination of efforts including advocacy, technical support, and direct operational assistance.
In a support role to country offices, regional bureaus, and headquarter resource mobilization efforts for school feeding, the grant writer will be responsible for leading and crafting high quality and compelling proposals, specifically for countries submitting for competitive and complex USDA McGovern-Dole submissions. The assignment is remote, with periodic travel to countries - circumstances permitting.
The grant writer, unless contracted by a country office or regional bureau for a separate deliverable, will report to the McGovern-Dole Team Lead in PPGS, and to the country director in consultation with the McGovern-Dole lead when leading a country-specific proposal effort similar to McGovern-Dole. The incumbent will work closely with country office, regional bureau, and headquarter staff during the assignment. Within delegated authority, the grant writer shall be responsible for the following:
ACCOUNTABILITIES/RESPONSIBILITIES:
Support the design of logical frameworks for all USDA McGovern-Dole proposals being submitted, as well as outline and support corporate trainings on how to develop the logical framework for USDA proposals.
Support and coordinate the programme design phase for all USDA-funded McGovern-Dole school feeding programmes that features multiple interventions (literacy, nutrition, Water, Sanitation and Hygiene, Smallholder Farmer linkages, and more - as relevant) supported by partners.
Coordinate, with relevant country office stakeholders the logical framework for the entire USDA-funded opportunity.
Provide support to the McGovern-Dole Team Lead on overseeing the entire proposal review process, coordinating inputs for each proposal, and reviews from headquarter divisions.
Barring the McGovern-Dole preparation and solicitation period, the writer can use allotted days as requested and relevant, to support other core initiatives in PPGS, as well as support country offices and regional bureaus. This may include, but is not limited to:
High-level corporate proposals and strategies related to funding opportunities for school feeding/education in emergencies Grant writing support to countries offices and regional bureaus seeking to respond to notices of funding or in need of surge support Support a review and adaptation of relevant school feeding guidance in light of the corporate school feeding strategy Provide strategic and programme formulation support to country offices requesting it, on a retainer and country office-funded basis Provide support on drafting policies and/or strategies, develop white papers, or prioritization exercised seeking to outline suggestions to donors
DELIVERABLES AT THE END OF THE CONTRACT:
Updated programme design workshop based on lessons learned and proposal feedback, and, guidance on programme design including the use of logical frameworks to be used in all McGovern-Dole proposals following USDA's guidelines noted in its request for proposals; fully reviewed USDA McGovern-Dole proposals; ad-hoc USDA McGovern-Dole-related tasks, as needed.
Additional assignments as agreed with contracting WFP office. Otherwise, as noted in accountabilities/ responsibilities
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced degree in Education, Policy Studies, Agriculture, Political Science, International Development, Development Economics, Nutrition, Economics, or a field relevant to international development assistance
Experience:
At least ten years relevant experience in Strategy Development, education-related programming, combined with experience in either agriculture and food security, nutrition, health or equivalent disciplines.
Knowledge & Skills:
Substantial and extensive experience in development of high-quality proposals, experience conducting high-level consultations with government, UN agencies, civil society organizations, familiar with WFP mandate and its relevant capacities for supporting host government national school feeding programmes; familiar with WFP school feeding policy and strategy. Successful track record of grant writing, knowledge and experience with USDA and McGovern-Dole and/or USG Foreign Assistance priorities, including international trade. Demonstrated analytical,
writing, presentation, and computer skills
Languages:
Excellent command of spoken and written English.
