JOB TITLE: Programme Policy Officer – Emergency Preparedness

ORGANIZATIONAL CONTEXT
The Emergency Preparedness and Response service (EPR) is focused on ensuring timely, effective and strategic support to country operations across the preparedness, response and transition phases of emergencies. With the objective of improving the quality of WFP's emergency operations, the service includes guidance and standard setting, training and capacity strengthening, and direct operational response support. The service focuses on integration to improve both coordination and coherence of support given from GHQ to COs. Thought leadership includes staff with expertise in conflict sensitivity, humanitarian access negotiation, social cohesion, protection, displacement, emergency preparedness and capacity strengthening of government in EPR, and a range of strategic partnerships.

The Emergency Preparedness team works with COs and GHQ units to enhance national and subnational emergency preparedness, provide and identify internal and external resources for operational support and/or capacity strengthening to mitigate risks, respond effectively to crises, and build resilient communities. We aim to empower people and systems to be ready to face emergencies or disasters, ensuring improved food security and nutrition outcomes for all.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Emergency Preparedness team is responsible for supporting COs in ensuring all the preparedness actions are put in place to enhance WFP's readiness and response capacities that will help effectively mitigate, minimize the impact by any shocks and/or provide timely life- saving assistance in case of any emergencies. The incumbent of this position is expected to work closely with the EPR Service, HQ divisions and COs to ensure necessary actions are taken prior to any shocks.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:
1. Contribute to the coordination and implementation of emergency preparedness activities in line with WFP Emergency Protocols and Frameworks, including emergency assessment capacities, contingency planning, scenario building and Concept of Operations to ensure adequate operational readiness and where feasible, a transition plan for timebound emergency response.
2. Facilitate participatory capacity assessments with national actors to identify gaps and priorities within EPR systems using established CCS tools and frameworks and support the development of Action Plans.
3. Support or provide input to National Contingency Planning processes and align with WFP Preparedness.
4. Facilitate access to advanced financing mechanisms for preparedness and ensure systematic tracking and monitoring of investments.
5. Provide technical inputs and strategic thinking to cross-functional and interagency discussions on global interagency emergency preparedness approaches, initiatives, and toolkits such as the updated ERP.
6. Serve as a subject matter expert on preparedness and contribute to development and delivery of learning and training materials such as the Emergency Learning Pathway to enhance the capacity of WFP staff and partners in collaboration with Global HQ stakeholders.
7. Contribute to the development, review, updating and implementation of normative policy, guidance and tools on emergency preparedness and response such as the development and rollout of EPR alternate presence models and the Emergency Preparedness Policy update.

8. Manage the preparation and dissemination of critical reports, publications, and a variety of information products or proposals for internal or external use.
9. Contribute to resource mobilization efforts for emergency preparedness, including proposal preparation.
10. Provide technical advice and contribute to development of functional trainings in collaboration with HQ stakeholders to enhance the capacity of WFP staff, Field resources, government and partners to design cash programmes.
11. Contribute to an equitable and inclusive workplace which incorporates all dimensions of WFP diversity.
12. Any other duties that may be required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Has experiences working in emergencies.

• Has experiences working in the field of Disaster Risk Reduction and/or Emergency Preparedness.

• Has strong project management skills, teamwork talents and excellent writing skills.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

• Advanced degree in one or more of the following disciplines: political science, sociology, economics, business management, operations management, development studies, communication, or international development. Additional qualifications in computer science, information management, statistics is desirable.
Experience:

• Minimum 7 years of postgraduate, progressively responsible experience related to reporting, monitoring and evaluation, project design/management, food security programme implementation.

• Minimum a few years of emergency field experience is critical and previous WFP experiences can be an asset.
Knowledge & Skills:

• Excellent ability to effectively communicate orally and in writing, Excellent written skills in English.

• Ability to deliver results through planning and organizing own activities effectively.

• Ability to successfully manage multiple analysis and reporting requests in a deadline- driven environment.

• Ability to work in a team and establish effective working relations with persons of different nationalities and cultural backgrounds.

• Ability to meet strict deadlines.
Languages:
Excellent command of English (Oral and Written). Fluent or intermediate knowledge of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP's working languages) is desirable.
