Summary
The CDC Director w/CYP Oversight provides oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years. A variety of core services are provided IAW demand and availability of funding to include Child Development Centers (CDC), Family Child Care (FCC), School Age Care (SAC) programs, Youth Programs (YP) and Child and Youth Educational Services (CYES).

Duties

Help

**Duties include but not limited to:

Program Management**

  • Provides oversight and accountability for the performance of employees and the safety of children in accordance with Department of War (DoW), Department of Navy (DoN), and local policies and standards.
  • Provides administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACs, YPs and CYES to facilitate the identification of childcare, recreational, and educational supports services and options for authorized patrons.
  • Establishes, revises, or reviews policies, procedures, and objectives for the staff, as necessary to eliminate work problems or barriers to accomplishments, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements.
  • Collects and analyzes CYP program data to determine installation program adequacy and effectiveness.
  • Ensures seamless service and continuity of quality options for all children and youth. Develops strategies for program improvement. Initiates and maintains partnerships with both on- and off-installation organizations serving children and youth.

Program Operations

  • Implements and monitors policies to include guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, key management control and space utilization goals. Develops operational procedures to anticipate installation needs and trends and documents results

  • Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Informs senior management of progress and advises of significant developments that impact plans.
  • Ensures the CYP T&C Specialists develop targeted, integrated training plans that account for the common and unique training needs of CYP staff.
  • Ensures development and implementation of Standard Operating Procedures (SOPs) across the CYP.

Budgeting and Financial Management

  • Compiles program statistical data for reports and data calls and keeps Command informed of trends, policy changes, program deficiencies and needs for the installation CYP.
  • Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment.
  • Oversees the collection, accurate accounting and reporting of funds received from patrons.
  • Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. Approves purchases of facility, program, and playground supplies, equipment and furnishings.

Facility Operations Management

  • Ensures facility and grounds are well maintained in accordance with Department of Defense (DoD), Department of Navy (DoN), and local policies and standards. Ensures CCTV, intercoms, telecommunications, security access points, egress points, and computer systems are functioning properly. Follows established protocols to resolve issues, initiate trouble calls, report faulty/broken equipment, and respond to data calls.
  • Determines adequacy of facilities and identifies additional facility needs. Initiates workrequests, coordinating and seeking approval for facility needs from routine maintenance to major renovation orconstruction.
  • Establish and use satellite location to support programming when space isneeded. Monitors all renovation and construction projects within the facility.

Interactions and Relationships

  • Interacts professionally with employees, parents, volunteers and local installation command personnel.
  • Participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.
  • Assists in establishing a program environment, which sustains participant interest and promotes positive interactions with other children, youth and adults. Models appropriate behaviors and techniques for working with adults, children and youth.

Compliance

  • Participates in unannounced higher headquarters inspection outbrief, and provides detailed corrective action oversight and sustainment of mitigations. Uses the Inspection Management System (IMS) to track and document local inspections, mitigate issues and complete local inspection follow up to include tracking of evidence, extensions, exceptions, and corrective actions. Complies with DOW, DoN, and local policies and standards.
  • Coordinates and maintains documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team Inspections and is responsible for timely corrective actions plans for all programs in the CYP.
  • Establishes review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved.

Qualifications

A qualified candidate possesses the following:

A bachelor's or higher degree in Early Childhood Education (ECE), Child Development, Elementary Education, Special Education (concentration in ECE), Home Economics (early childhood emphasis), Child Care Administration or related field of study and four years of full-time experience working with children and/or youth; or a combination of education and experience.

Mastery knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.

Mastery knowledge of the principles of child development and in designing and managing an exceptionally complex program that includes, but is not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management.

Mastery knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYP programs.

Comprehensive knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYP programs.

Knowledge of financial management, budgeting, and purchasing as it pertains to a child and youth program.

Knowledge of facility design, functional use, and maintenance concepts; DoN, local and state child and youth regulations and procedures; and other regulations and instructions pertaining to military child care and recreational services.

Knowledge and support of the Navy's EEO program policies, goals and objectives.

Knowledge of national accreditation standards and criteria.

Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect.

Knowledge of facility design, functional use, and maintenance concepts; DoN, local and state child and youth regulations and procedures; and other regulations and instructions pertaining to military child care and recreational services.

Skills in program planning, organizing and coordinating to devise and carry out a variety of program components.

Ability to work effectively under pressure or on multiple tasks concurrently while meeting established deadlines and changing priorities.

Ability to supervise others, exercise sound business skills and provide positive personnel management.

Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.

Education

A bachelor's degree or higher in Early Childhood Education (ECE), Child Development, Elementary Education, Special Education (concentration in ECE), Home Economics (early childhood emphasis), Child Care Administration or related field of study and four years of full-time experience working with children and/or youth.

OR
A combination of education and experience; education must include courses in a child-related field and total minimum of 24 higher level semester hours. In addition, four years of full-time experience working with children and/or youth is required.

Per Department of Defense Instruction (DoDI Background Checks on Individuals in DoW Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
