Organizational SettingThis is a two-year fixed-term co-terminus position. A co-terminus fixed-term appointment is an IFAD employment contract externally funded (supplementary funded, funded by trust funds in administration or other), strictly limited in duration to the funding of the position, where appointment and extension is conditional on the availability of resources and limited to the externally funded assignment. A co-terminus appointment shall not exceed the duration of the specific assignment and/or project outlined in the letter of appointment and does not carry any expectation, legal or otherwise, or conversion, irrespective of the length of service. There is no guarantee of renewal or conversion into another kind of contract.
Staff members holding an IFAD fixed-term or indefinite appointment are eligible to apply to this co-terminus position with their employment terms and conditions, including contractual status, remaining unchanged. Given that the funding of this position is strictly limited in duration and conditional on the availability of supplementary funds, should the funding finish, the position will be abolished and the staff member will be subject to the relevant provisions foreseen in the HR Implementing Procedures.
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.
The Office of Technical Delivery is responsible for providing expert technical guidance to IFAD teams engaged in the design and implementation of projects and programmes to deliver the high technical quality investments that facilitate rural transformation, and which comply with IFAD's mandate and operational policies. The Office ensures IFAD applies and disseminates state-of-the-art knowledge in its investments and evidence on strategic themes and encourages the innovative application of global knowledge and evidence in IFAD investments. This helps countries tackle complex development challenges in fostering inclusive and sustainable rural transformation including mainstreaming areas. The Office of Technical Delivery (OTD) is led by a Managing Director and is comprised of two (2) divisions: the Environment, Climate, Gender and Social Inclusion Division (ECG) and the Sustainable Production, Markets and Institutions Division (PMI).
The Environment, Climate, Gender and Social Inclusion Division (ECG) leads the mainstreaming of cross-cutting themes of environment and climate, gender, nutrition, youth, disability and indigenous peoples into IFAD's portfolio, and the implementation of social, environment and climate safeguards (SECAP), to strengthen the quality of IFAD's operations and programmes. ECG takes the technical lead to strengthen the quality of IFAD's operations and programmes ensuring that IFAD's operations are environmentally sustainable, climate change resilient, nutrition sensitive and inclusive of marginalized groups (particularly women, rural youth, Indigenous Peoples and persons with disabilities). In addition to strengthening the technical quality of operations, ECG provides its technical expertise in corporate strategies, policy engagement, resource mobilization, knowledge generation, and partnerships.
ECG is led by a Divisional Director and is comprised of four clusters: Environment and Climate (ECC), Climate and Environment External funds (CEF), Social Inclusion (SI) and Safeguards (SECAP).
Job RoleThe Technical Analyst contributes to IFAD's technical work in their area of specialization by supporting the design and implementation of country and regional programmes. Under the supervision and guidance of senior technical staff, the incumbent provides technical inputs throughout the project cycle and contributes to the corporate agenda in their thematic area. Within their area of responsibility, the Technical Analyst works collaboratively with Technical Specialists, Country Directors (CDs), and Heads of Multi-Country Offices (MCOs), and other staff, to support consistency, cohesion and synergy in the application of technical guidance and the provision of programme development support.
Position specifics:
The incumbent contributes to technical and analytical support for policy, programme development, and the resolution of problems that arise in mission planning, technical project appraisal or the preparation of studies and reports. Information-gathering and exchange in support of studies and thematic assignments may also include identifying reliable sources and establishing guidelines for obtaining information; and to convey methodological approaches and operational experience for implementation of activities undertaken on behalf of the Fund.
1. TECHNICAL ADVICE TO SUPPORT MOBILISATION OF COFINANCING FROM CLIMATE FUNDS
- Assist the technical specialist(s) during project entry into pipeline by compiling background materials and coordinating documentation requirements.
- Support the technical specialist with preliminary data quality checks for PIF's and Project Document/budgets to be submitted to the relevant climate Fund.
- Assist in compiling technical feedback and best practice inputs under the guidance of the technical specialists, to improve efficiency and effectiveness of the project cycle.
- Support coordination with PFM and FCD to ensure that budgets are aligned with both internal IFAD policy requirements and the relevant climate Fund policy requirements.
- Assist in consolidating and documenting feedback from the relevant climate Fund Secretariat for CEO Endorsement submission packages.
- Under the supervision of the technical specialist, and in coordination with PFM and FCD, support in reviewing PPGs and project grant budgets to ensure alignment with IFAD and the specific climate Fund policy requirements and assist Budget Holders in the preparation of annual project work plans and project fee work plans.
- Support the technical specialist in reviewing downstream agreements (on a demand basis) to ensure that the relevant climate Fund project requirements are captured appropriately
2. SUPPORT TO IMPLEMENTATION, INCLUDING ON MONITORING, EVALUATION AND REPORTING
- Provide support in organizing and scheduling project annual reports. mid-term and terminal evaluation reports, and related project closure activities and reporting, under the guidance of the technical team.
- Assist in compiling inputs for IFAD's reporting to the relevant climate Fund, including preparation of guidance material on annual reports, uploading information in the relevant climate Fund's portal and assisting with revisions, under the guidance and direction of the technical team.
- Support the monitoring of project implementation performance and milestones of the assigned portfolio, including through the Key Performance Indicators (KPI) used by the relevant climate Fund and by IFAD to assess agency performance.
- Track project delivery timelines and budgets and provide input and support to project originators and PDTs during budget revisions, and support actions aimed at increasing speed of operations and project delivery.
- Assist in preparing analytical reports and identifying projects that may be at risk of underperformance, under the guidance of senior staff. Support coordination with Regional Technical Leads, Project Design Teams, Decentralized Offices, and HQ Technical teams involved in corporate monitoring to follow up on recommended actions.
3. KNOWLEDGE MANAGEMENT AND CAPACITY BUILDING
- Contribute to knowledge building and knowledge sharing by assisting in the documentation of project achievements and lessons learned at different stages of the project cycle (PIR, MTR, TE and as needed).
- Support in providing relevant climate Fund related information into IFAD corporate documents.
4. PARTNERSHIP BUILDING
- Provide logistical and technical support to the relevant climate Fund Regional and Country Portfolio Meetings.
- Liaise with Regional Technical Leads (RTLs) and Budget Holders (BHs) to collect inputs and prepare materials for CEF and relevant climate Fund corporate and regional Portfolio Review Meetings.
5. MANAGERIAL FUNCTIONS
- Support the management of data from IFAD corporate database FMDB, ECG relevant climate Fund 's portfolio dashboard and prepare periodic reports covering key performance indicators and other key parameters of IFAD's project cycle efficiency.
- Help with IFAD's internal administrative and clearance processes for the operationalization of relevant climate Fund approved PPGs and projects.
- Support data entry of PIF and CER submissions through the relevant climate Fund portal and entry of project milestone information into the relevant climate Fund Portal.
- Assist with data entry and updates into IFAD systems (including relevant climate Fund database and work plan tool).
- Perform any other related tasks as requested by the supervisor.
Position specifics:
Accountabilities of the Technical Analyst (GEF) include carrying out the above functions specifically for GEF, this includes, but is not limited to:
- Assist with data quality checks for PIFs and CEO Endorsement submissions to the GEF.
- Support the preparation and upload of reports and submissions through the GEF portal, including compliance with GEF-specific formats and templates.
- Monitor implementation performance in line with GEF tracking tools and KPIs, and coordinate portfolio reviews involving GEF project teams.
- Assist in the preparation of Project Preparation Grant (PPG) submissions and alignment with GEF-specific requirements for grant operations and cofinancing structures.
Assignments require the provision of technical input and expertise throughout the full programme/project cycle, including support to knowledge sharing with peers and counterparts. The work involves not only technical analysis and synthesis but also contributing to project methodology and design, knowledge sharing among peers and counterparts, fostering cooperation and synergy, and supporting monitoring and evaluation activities to capture lessons learned and best practices. The work is moderately complex and requires proficient technical analysis, reporting, and collaborative engagement.
Position specifics:
Timely and accurate technical and operational support provided to the GEF Technical Specialist in monitoring the GEF project pipeline and portfolio, supporting compliance with operational procedures and contributing to the smooth implementation of climate-finance related activities.
The work relationships of the Technical Analyst involve providing technical expertise and supporting the resolution of issues that arise during mission planning, project design and appraisal, and the preparation of studies and reports. The incumbent contributes technical knowledge and analytical support within their area of specialization and works under the supervision and guidance of senior technical staff. They assist in the provision of technical inputs and methodological support at the country and regional levels, as required. Contacts are maintained with colleagues in other United Nations organizations, government officials, non-governmental and intergovernmental organizations, as well as research institutes and academia, primarily for information exchange, coordination of activities, and implementation support. In supporting intergovernmental bodies, expert groups, and meetings, the Technical Analyst contributes technical advice and assists in policy development and the formulation of official conclusions, under guidance from senior staff. The incumbent may provide information on organizational policies as authorized but does not typically represent the organization independently. The Technical Analyst maintains contacts to monitor and report on relevant emerging developments in their area of expertise.
Position specifics:
The incumbent works under the supervision and guidance of the GEF Technical Specialist in ECG, and in collaboration with the other ECG specialists working on climate and environmental funds in HQ and in the regions, as well as the other divisions involved on the CEFs.
While the primary focus is on the GEF portfolio, the incumbent contributes to broader climate funds activities as part of the climate team within ECG. In this capacity, they support ECG Regional Leads and Decentralized Office colleagues in the programming, preparation, and implementation support of CEF projects that complement and strengthen IFAD's country operations.

Education:

- At least 2 years of progressively relevant professional experience in a related role providing analytical support on issues related to climate finance, IT tools for data management, knowledge management.
- Demonstrated experience in working as part of a multidisciplinary team and with country governments and international development partners.
