Staff Officer

NATO nations have chosen to acquire a wide area ground surveillance asset based on a High Altitude Long Endurance (HALE) Remotely Piloted Vehicle (RPV). The system chosen is based on a uniquely designed RQ4-4D (Global Hawk) with the Multi-Platform Radar Technology Insertion Programme (MP-RTIP) as the primary sensor, a ground segment including deployable assets, and a supporting communications architecture dedicated to filling some of NATO'S Joint Intelligence, Surveillance, and Reconnaissance (JISR) needs.

The SW is responsible for critical support functions and activities to maintain operational readiness in NISRF.

The AMS is pivotal in ensuring the operational readiness of aircraft through both line and base maintenance in NISRF.

The Flight Line Branch executes the daily maintenance plan and is responsible for the safe and effective maintenance activities performed on assigned AC., including launch and recovery, servicing of petroleum, oils and lubricants (POL), scheduled and unscheduled maintenance, removal and replacement (R2) of LRUs and propulsion system, and non-destructive testing (NDT).

The Maintenance Officer provides centralized co-ordinated oversight and management over the squadrons maintenance production and aircraft generation, the maintenance training conducted within the squadron, and coordinates all relevant Disabled Aircraft Recovery (DAR) requirements.

2.  DUTIES

The incumbent's duties are:

- Supporting the Branch Head in supervising, administering, controls, scheduling, rating, indoctrinating and directing Branch personnel;

- Supporting the Branch Head in ensuring the effective and efficient use and distribution of assigned resources to meet operational commitments and maintenance/flying schedules within assigned area of responsibility;

- Ensuring compliance with work safety regulations, observance of technical publications and airworthiness requirements;

- Ensuring procedures, technical guidance and policies are established at squadron level reflecting local technical procedures and Quality Assurance (QA) requirements; ensures responsibilities defined;

- Prioritising and monitors aircraft generation and maintenance production;

- Serving as focal point for all engineering matters and provides expertise to the decision making process of higher staff agencies;

- Serving as focal point in all mobility related matters;

- Leading, developing, co-ordinating and managing all Disabled Aircraft Recovery (DAR) related requirements to include equipment and training issues. Leading the Squadrons On the Job Training (OJT) program.

3.  SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

May be required to perform like duties elsewhere within the organisation as directed.

Required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.

Performs maintenance related housekeeping.

The work is normally performed in a Operational Airbase with possible access to runways aircraft hard standing areas.

Normal Working Conditions apply.

4. QUALIFICATIONS

ESSENTIAL - Higher Secondary education and completed higher vocational training  leading to a formal technical or professional certification with 4 years post related experience  or - Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 6 years post related experience. - Experience in Aeronautical engineering - Thorough knowledge on aircraft maintenance, management systems and squadron command functions. - Nationally acquired Maintenance Officer license and/or qualification, including completion of basic Maintenance Officer training under national responsibility. - At least twelve months of practical maintenance management experience on operational military aircraft. - Experience in Global Hawk (RQ-4/MQ-4) Maintenance, Sustainment, and Fleet Management. - Must have an English Standard Language Proficiency level SLP 3333 in Listening, Speaking, Reading and Writing based on NATO standards.   DESIRABLE ASSETS - Experience managing large aircraft maintenance operations (40 personnel plus).  - Experience prioritizing maintenance tasks, scheduling maintenance actions, analyzing maintenance performance data for organization improvements, and leading organizations of 40 personnel or more. - Italian Standard Language Proficiency level SLP 2222 in Listening, Speaking, Reading and Writing based on NATO standards. 

5.  POSITION AND CANDIDATE PROFILE Personal attributes The incumbent requires insight to productive managerial practices, sound judgment and reasoning with the ability to apply these in framing and resolving both anticipated and unforeseen problems. As resource planning involves interpreting and assessing technologies and systems, it is critical that the incumbent possesses analytical abilities and the skill to methodically apply resource management heuristics (i.e. match realistic requirements with limited funding resources). Requires the ability to actively assess dynamic personnel requirements based on mission needs and constraints. Requires the ability to apply rational theoretical and technical models to advise senior-level management with regard to LW contractual, financial and planning issues encompassing a wide variety of logistics related subjects. Self-motivation and the ability to independently identify and follow through with corrective actions are inherent requirements. Supervisory ability. Managerial Responsibilities

The incumbent manages the squadrons OJT program. Ensures Squadron procedures are in compliance with Italian Directorate for Air Armaments and Airworthiness publications and requirements. 

Professional contacts The incumbent must maintain regular professional contacts with others inside and/or outside immediate organisation on functional matters, solicits/gives information and provides advice/guidance.
The incumbent may negotiate at own level and should use initiative. Could commit the organisational element to a course of action. 6.  CONTRACT 

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.  NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).  

The basic entry-level monthly salary for a NATO Grade G14 in Italy is Euro 5,234.80 which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
